In November 2015, the Provincial People's Committee and departments focused on directing and urging the implementation of tasks in 2015. Budget collection in the province for 11 months was estimated at 7,993.28 billion VND, equal to 97.7% of the estimate, up 19.7% over the same period. Investment promotion continued to receive attention and direction. By November 16, 2015, new and adjusted investment certificates had been granted to 148 projects/85,021.02 billion VND, of which 111 projects were newly granted with a total registered investment capital of 87,772.12 billion VND.

Since the beginning of the year, the province has had 42 more communes meeting 19/19 new rural criteria recognized by the Provincial People's Committee, bringing the total number of communes meeting new rural standards in the province to 75. The fields of culture - society, social security, environmental protection... continue to be taken care of.

The meeting participants clarified some issues regarding the 2016 budget estimate, some solutions for revenue from land use rights auctions with the target of 1,300 billion were also analyzed and clarified for feasibility because this is an important source of revenue to solve compensation for site clearance and support cement for new rural construction in 2016.

For public investment capital in 2016, in addition to government bond capital, national target programs, and medium-term capital, it is necessary to take advantage of unplanned capital sources such as funding sources from relevant ministries and branches, and foreign programs and projects.

Comrade Nguyen Van Do - Director of the Department of Planning and Investment reported on the implementation of the basic construction investment plan, stating that the volume of basic construction investment from the state budget and government bonds in 11 months reached over 3,000 billion VND, disbursement reached more than 81% of the assigned plan.

Comrade Nguyen Xuan Hai, Director of the Department of Finance, said that the draft state budget estimate for 2016 has been completed, and it is expected to allocate at least 120 billion VND for site clearance work to implement key projects.

Regarding the focus of leadership and direction in 2016, the meeting participants also highly agreed: In addition to continuing to implement Resolution 26, Resolution of the 18th Congress, it is also necessary to focus on leading and directing units to register for the NTM finish line; solving issues related to religion, food hygiene and safety...

Concluding the morning session, Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged the efforts of departments, branches, and localities, and the results achieved in many aspects. To complete the 2015 plan, it is necessary to review the programs to focus on completion; promptly develop a plan to implement the Action Program to implement the Resolution of the 18th Provincial Party Congress; and prepare well the contents to be submitted to the 15th session of the 16th Provincial People's Council.

Along with that, strengthen, focus on directing, strive to complete the target of communes reaching the new rural destination in 2015, build the plan for 2016. Departments and branches need to closely follow, direct, support the implementation of key projects as assigned by the Provincial People's Committee, especially the projects: VSIP Nghe An Industrial Park, Urban and Service Complex, Hoa Sen Steel Plant, Do Luong 1 Cement,... organize the opening of the new Vinh - Cam Ranh flight route.
