How are citizen identification cards issued since 2016?

According to the Citizen Identification Law effective from January 1, 2016, all Vietnamese citizens aged 14 and over will be issued a 12-digit identity card. This is an identification document, showing basic information about the background and identity of Vietnamese citizens, used in transactions within Vietnam.

Citizen identification cards are used instead of passports in cases where Vietnam and foreign countries sign treaties or international agreements allowing citizens of the signatory countries to use citizen identification cards instead of passports in each other's territories.

What is the content of the citizen identification card?

The citizen identification card has 2 sides. The front side has the national emblem of the Socialist Republic of Vietnam; the words Socialist Republic of Vietnam, Independence - Freedom - Happiness; the words "Citizen identification card"; photo, citizen identification card number, surname, middle name and given name, date of birth, gender, nationality, hometown, permanent residence; expiration date.

The back of the card has an encrypted information storage unit; fingerprints, identification features of the cardholder; date, month, year of card issuance; last name, middle name, first name, title, signature of the card issuer and a stamp with the national emblem of the card issuing agency.

The citizen identification card number is the personal identification number of each person. Vietnamese citizens from 14 years old are issued a card and can change it when they are 25 years old, 40 years old and 60 years old.

Where can I get a new ID card and how is it different from an ID card?

Issuance of citizen identification cards is carried out in the same way as issuance of 12-digit identity cards, at the Department of Administrative Management of Social Order of the provincial and municipal police; District and county police and equivalent administrative units.

The first issuance of citizen identification cards nationwide took place in Hanoi on January 1, 2016. According to Lieutenant Colonel Nguyen Danh Quang, Deputy Head of the Department of Administrative Management of Social Order, Hanoi Police, the unit has trained more than 200 officers and soldiers from districts and towns at 31 locations in the city on the issuance of this new type of card.

Lieutenant Colonel Quang said that basically, the 12-digit ID card and the citizen identification card are the same because both are issued when the citizen is 14 years old or older. However, the content of the card with 20 columns in these two types of documents is different in the name, the ethnic group is replaced by nationality; the seal of the Ministry of Public Security is replaced by the National Emblem of the Socialist Republic of Vietnam.

In addition, another difference is the expiration date, the expiration date of the ID card is 15 years. After the first issuance of the ID card, citizens must change it at the age of 25, 40 and 60. After the age of 60, citizens do not need to change it.

According to regulations, when registering for a card, citizens will not have to present their household registration book and confirmation from the local police. However, the national resident management data system has not been completed yet, so from now until 2019, the places that issue citizen identification cards will still apply the same issuance as ID cards. The time to issue a card from when the police receive a complete application will be 15 days.

Free citizen identification card issuance

The State does not collect card exchange fees for people aged 25, 40 and 60. When applying for card exchange or re-issuance, people will have to pay a fee. Specifically, the fee for card exchange is 50,000 VND, and for re-issuance is 70,000 VND.

Permanent residents in mountainous communes and towns; border areas; and island districts pay a fee equal to 50% of the prescribed fee. In the case of fathers, mothers, wives, husbands, and children under 18 years old of martyrs; war invalids, and people enjoying policies like war invalids; children under 18 years old of war invalids and people enjoying policies like war invalids; sick soldiers; citizens in mountainous communes and towns as prescribed by the Ethnic Committee; and citizens in poor households do not have to pay a fee to change their citizen identification cards.

The National Defense and Security Committee believes that the development of electronic citizen card applications and the issuance of personal identification numbers, replacing new identity cards, aims to reduce citizen documents in the fields of household registration management, residence management, order management, social security and related fields, such as: birth certificates, marriage certificates, household registration books, health insurance cards, social insurance books, personal tax codes, etc.
