(Baonghean) - According to the province's target, Nghe An Education sector currently has a surplus of more than 1,500 teachers, but according to the regulations of the Ministry of Education and Training, the province is still short of 1,426 teachers.

In addition to the sharp decrease in the number of students and the size of schools in Nghe An in recent years, recruitment was not specifically calculated and did not match actual needs, leading to a massive "speed" of teacher surplus.

If according to the regulations of the Ministry of Education and Training, the primary level will still lack 1,426 teachers, and the secondary level will have to teach 2 sessions/day to have enough structure. The industry is calculating to balance teachers, to avoid the situation of wrong and massive recruitment. At the same time, teachers are encouraged to study for additional degrees to be able to meet the requirements of integrated teaching, preparing for the textbook replacement that will be implemented in the next few years."

In the recent recruitment, the entire Quynh Luu district transferred 30 teachers from primary and secondary schools to teach in kindergartens. Therefore, it has contributed significantly to reducing the number of surplus teachers in the district from more than 100 people to 67 people.

However, in order to facilitate the implementation, the district education sector had to accept "doing the opposite" of the regulations. Talking about this, Mr. Vo Minh Ky - Head of the District Education Department said: We know that to recruit preschool teachers, the minimum requirement is to meet professional and technical qualifications (intermediate level). But if so, it will take time. Therefore, we have to recruit first, after being recruited, we will send the teachers to study and improve their qualifications... On the school side, if the teachers are not qualified to teach in class, we will arrange for them to take care of children.

In Do Luong district, we learned that the entire district currently has 143 contract teachers. For many years, these teachers have been receiving very low allowances, equal to the basic salary. Many teachers, although having taught for 8-9 years, have not received regular salary increases and have no salary during the summer months. For example, at Trang Son Primary School, there are currently 3 teachers who have worked for over 5 years and are excellent teachers in the district but have not yet been on the payroll. To pay teachers' salaries, the school must balance the amount of money for teaching 2 sessions/day...

In recent times, Do Luong district has rotated teachers and every year tries to arrange for schools in remote and disadvantaged areas to not have to accept contract teachers. However, the rotation also faces many difficulties and ensuring fairness is not easy.

In Anh Son district, over the past 10 years, the number of schools has decreased by 10 schools with nearly 10,000 students. This has resulted in the district having a surplus of over 200 teachers. In addition, Anh Son district has had to accept 88 teachers from the highlands, but the province has not allowed more staff. Mr. Nguyen Duc Vinh - Head of the district's Education Department said: Contract teachers are at a disadvantage because although the district has allocated more than 6 billion VND each year to pay teachers' salaries, it only ensures that they pay enough basic salaries at a very low level and do not receive salary increases over time. Another paradox is that there is a shortage of teachers locally, making it difficult for the district to recruit good teachers.

Difficult problem to solve

According to statistics from the Department of Home Affairs, the Nghe An Education sector currently has a surplus of more than 1,500 teachers. To solve the problem of surplus teachers, the Department of Home Affairs has advised the Provincial People's Committee to issue Directive No. 30 on continuing to rectify the contract situation in agencies and units. Requiring districts to review and terminate labor contracts for individuals that the unit does not need or has no source of income. In addition, guiding districts, cities and towns to develop a project to resolve surplus teachers and staff in the Education sector, and currently 12/21 districts, cities and towns have developed and implemented the project. However, implementation still faces many difficulties.

Research in Hung Nguyen district, one of the districts that quickly developed a project to "solve the situation of surplus and shortage of teachers and staff" shows that there are many solutions that cannot be solved "overnight". For example, the whole district has a surplus of 175 primary and secondary school teachers, mainly in cultural subjects. But on the contrary, there is a shortage of 42 people in the subjects of Fine Arts, Information Technology, and English. The district has created conditions for teachers to transfer to study but they cannot go all at once. Or because the number of subjects is not equal, it is difficult to arrange classes. The surplus and shortage also leads to problems because the quality of teachers is not guaranteed. Meanwhile, many good students, newly graduated with qualifications and expertise do not have the opportunity to be recruited.

The reason for the surplus of teachers in Nghe An is determined to be the sharp decrease in the number of students and the size of schools in recent years. In addition, from 1996 to 2004, recruitment was not specifically calculated, not in accordance with actual needs, leading to a "speed" of massive surplus of teachers.

In many other localities, the solution to the "surplus" problem is to arrange teachers to work at community learning centers, send them to study for a second degree in IT and foreign languages; take professional training classes, transfer them to work at levels where there is a shortage of teachers (primary, preschool, etc.), streamline the payroll according to Decree 108... Recently, the Provincial People's Committee has also had a policy to transfer teachers from junior high school and primary school to preschool level, however, the implementation is still facing many difficulties due to documents and conditions. Therefore, in the coming time, the province needs to have specific instructions or develop appropriate mechanisms for localities to have plans to transfer and rotate teachers.
