According to incomplete statistics, in 2015 alone, Vinh City police prosecuted 15 cases involving 31 teachers and students who participated in crimes of robbery, snatching, theft, intentional injury, organizing illegal drug use, and gambling; and handled 956 cases of students violating traffic safety and order.

Typically, on June 10, 2015, Vinh City police arrested Vi Van Luat and Gia Ba Thai (students of Vocational College No. 04 of the Ministry of National Defense) for trafficking 700 crystal meth pills. On November 16, 2015, two female students Nguyen Thi Thuong and Ngu Thi Man (Nghe An College of Industrial Economics and Handicrafts) were arrested for snatching a cell phone from a passerby.

Or most recently, on December 8, 2015, Nguyen Duc Anh, born in 1997, residing in Yen Phuc A block, Hung Binh ward (Vinh city), currently a student at a university in Hanoi, was caught pretending to buy goods, using a scarf to cover his mouth and a flashlight to hold to the neck of the owner of Ton Nu store, number 235, Nguyen Van Cu street to control and rob him of his property...

In addition to illegal acts, school violence, students participating in social evils, especially gambling, lottery, football betting, which leads to debt, having to mortgage assets, documents, and borrowing from "black credit" subjects disguised as pawnbrokers is also increasing. Many students have to drop out of school because they cannot pay their debts, causing significant consequences for their families and society. In addition, the issue of school safety and security is currently a concern for many parents and students.

According to a survey by Vinh University, in 2015 there were 97 cases of students having their property stolen, 4 cases of robbery, 6 cases of injury...

It is worth noting that taking advantage of the development of information technology, many bad elements have created websites or used Facebook to attract students to propagate and incite them to participate in protests, disrupt security and order, and sign to support elements that violate national security.

There are many reasons leading to the current increasing risk of law violations among students and pupils such as: Living environment leading to the impact of awareness in adolescence, social relationships, negligence in management, supervision, and family education... Especially, with the explosion of Facebook, movies, and violent games also affect the thinking and awareness of students. Besides, along with the development of the integrated economy, students and pupils today lack useful, friendly, and healthy playgrounds...

Efforts to prevent

Faced with the above reality, in recent years, functional sectors, universities and organizations have implemented many solutions to propagate and disseminate laws to young people, including students.

At Vinh University, there are currently 25,718 students studying in a concentrated manner, including non-resident students, of which the number of non-residents and temporary residents in wards and communes of Vinh city and neighboring areas accounts for 94.5%. Living far from home, lacking family management, if lacking courage and self-cultivation and training, students are very susceptible to falling.

Realizing this, in addition to propaganda and education work, the school has closely coordinated with the police and local authorities to do a good job of managing students. In particular, the student self-management model in credit system training at Vinh University (divided into self-management classes, self-management groups, self-management groups, and self-management of individual students) has been selected by Nghe An Provincial Police to build into a model of the movement of the whole people to protect national security.

Typically, Nghe An University of Economics and Technology coordinated with related units to organize a legal policy propaganda contest in the form of "Ring the Golden Bell"; Vinh University established a Law Practice Club with a total of 400 members, weekly and monthly activities based on topics and activities related to the school's rules and regulations; thoroughly implementing the Education Law, Youth Law, Drug Prevention Law, Road Traffic Law... with many diverse and rich forms, considering this a channel of legal propaganda for students.

In the border areas, implementing the Government's project and the Provincial People's Committee's plan on disseminating laws to people in border areas, including students. Border guards have coordinated with local authorities and youth organizations to open 97 classes on legal policies, attracting 3,160 9th grade students to participate. The propaganda content focuses on criminal law, residence law, border area regulations, national border law, regulations on administrative sanctions for violations of border regulations; establishing youth volunteer teams to keep the border peaceful....

According to Colonel Phan Tuan Phuong - Head of PA 83 (Provincial Police): In addition to strengthening political and ideological education, there needs to be close coordination between schools, families and relevant units in managing students, maintaining border clusters to ensure security and order in schools between ward and commune police and adjacent residential clusters. In addition, youth unions and student associations need to research and organize appropriate and healthy extracurricular activities to attract students to participate in order to stay away from the activities of enticement and incitement by bad elements.

In order to better manage students, schools need to actively coordinate with wards, communes, and hamlets to seriously evaluate students at the end of each semester and school year to have a basis for evaluating and classifying students' training results. At the same time, assign staff to manage areas where students of the school temporarily reside. From there, grasp and promptly correct the situation of students violating traffic laws, violating temporary residence regulations such as staying up late, making noise, gambling for money... and at the same time grasp incidents that occur to students to have timely handling plans.
