First day of fines for cars not equipped with fire extinguishers

Authorities have been deployed to inspect and warn people at some stops on highways on the first day of penalizing cars not equipped with fire extinguishers.

On the morning of January 6, 2016, the Department of Fire Prevention, Fire Fighting and Rescue (Ministry of Public Security) implemented Circular No. 57 of the Ministry of Public Security guiding the equipment of fire prevention and firefighting equipment for road motor vehicles, which came into effect.

The police force inspected fire prevention and fighting equipment and disseminated the law to drivers of cars with 4 seats or more and cars transporting flammable and dangerous goods with a high risk of fire and explosion.

From January 6, 2016, passenger vehicles with 4-9 seats are required to have a fire extinguisher, of one of the following types: powder extinguisher under 4 kg, foam extinguisher under 5 liters, water extinguisher with fire extinguishing additive under 5 liters or CO2 fire extinguisher under 4 kg.

Previously, the Ministry of Public Security also issued a Circular guiding road motor vehicles with 4 seats or more, trailers, or semi-trailers carrying passengers pulled by cars or tractors; vehicles transporting flammable and explosive substances and goods that are on the list of vehicles required to be equipped with fire prevention and fighting equipment.

According to the list of fire protection equipment, cars with 4 seats or more must be equipped with a powder extinguisher under 4kg or a foam extinguisher under 5 liters or a water tank with fire extinguishing additives under 5 liters, or a CO2 gas tank under 4kg.

On the morning of January 6, the Fire Prevention, Fire Fighting and Rescue Police Department launched a campaign to inspect fire safety on vehicles.

Thereby, propagating and reminding people to fully equip fire prevention and fighting equipment according to regulations.

The handling will be based on Decree 167/2013 of the Government on administrative sanctions for violations in the fields of security, order, social safety, and fire prevention. Specifically, a fine of 300,000 VND to 500,000 VND will be imposed for one of the following acts: providing inadequate or inconsistent fire prevention and fighting equipment, not providing common fire fighting equipment for motor vehicles as prescribed.
