At about 1:45 p.m., a young man was driving a motorbike with license plate 37N1 - 61814 on National Highway 46 in the direction of Vinh City - Nam Dan District at high speed. When he reached the section passing through Kim Lien Commune (Nam Dan District), he suddenly crashed into the back of a Kia Morning taxi with license plate 37A - 05813 parked on the side of the road.
