...This is the 8th year attending the Investment Promotion Conference in Nghe An. I see that this year's conference has many innovations, revealing many new opportunities as well as new conditions for the state and investors to develop together.

...In fact, after 8 conferences, each year the number of investors coming to Nghe An is greater than the previous year and the investment capital in Nghe An is greater than the previous year. This proves that Nghe An is a good land for attracting investment, with many favorable conditions for effective investment and business activities. This is thanks to the innovation in thinking and investment promotion methods by leaders at all levels in Nghe An, increasingly valuing and being enthusiastic about investors coming to Nghe An.

This is a change at the local and grassroots levels, in line with the general situation of the country with many changes. There are no longer barriers in the investment and business environment, the Investment Law and the Enterprise Law have been born, protecting the rights and interests of the people in creating material wealth to serve themselves and contribute to the country. The administrative apparatus operates more effectively, more streamlined, creating conditions to better serve businesses, which brings greater benefits to the general socio-economic situation.

Not only have there been many administrative reforms, but infrastructure conditions have also improved compared to previous years, with comprehensive upgrades in terms of air, waterway, railway, road... We have expanded Vinh Airport into an international airport, upgraded a number of seaports to reach out to the region and the world... In a few years, when the road is upgraded to a new level with a highway connecting Nghe An with the northern provinces, Nghe An's geographical position will play an even more important role in connecting with other provinces and countries in the ASEAN bloc... In fact, many investors have seen the advantages and prospects of regional connectivity of Nghe An in the future and decided to invest here, for example, large corporations such as The Vissai Cement, Hoa Sen...

After the success of the 12th National Party Congress, we have further affirmed the correctness of the renovation process that has been carried out over the past 30 years, and now the comprehensive renovation process. The beginning of this renovation process was our signing of the TPP agreement, participating in regional and international economic and political institutions to be able to integrate with the world and create conditions for the world to come to us.

This is a big challenge, but also a great opportunity. We must find a way to improve Vietnam's competitiveness to be on par with other countries in the region and internationally. To do so, each locality must have the determination and effort to rise up, not only in the Vietnamese market but also in the international market, and Nghe An is no exception.

Looking back at the achievements Nghe An has made in socio-economic development in recent times, the success of major provincial events such as the 18th Nghe An Provincial Party Congress and now the Binh Than Spring Investors Meeting, I recognize and appreciate the province's political determination, the aspiration to improve the lives and build the homeland of Nghe An people. That makes me extremely excited and confident about the development prospects of Uncle Ho's homeland on the path towards becoming the economic, cultural and social center of the North Central region.

I am even more excited to see Nghe An receiving the attention of many leaders of the Party, the State, ministries, central branches as well as businesses and organizations at home and abroad. The presence of all of us here not only shows the spirit of support for the development of Nghe An, of investors but also demonstrates the desire for strong connection and cooperation between components of society. Having this spirit in the context of the economy entering a new stage of development and gradually stabilizing, the investment and business cooperation environment is increasingly favorable, it can be affirmed that this is the opportunity for us to start a new spring of development.
