Central Conference introduces personnel for Prime Minister and President

One of the important contents of the second Central Conference is the decision to introduce candidates for the positions of President, Prime Minister, and National Assembly Chairman for the National Assembly to consider, elect, or approve.

On the morning of March 10, the second meeting of the Party Central Committee opened in Hanoi. According to the program, the Party Central Committee will discuss the working program for the entire term; the 5-year socio-economic development plan (2016-2020); introduce senior leaders of State agencies and a number of other important issues.

In his opening speech, General Secretary Nguyen Phu Trong said that since the 12th National Congress, the Politburo has urgently directed the completion of Congress documents for early publication; prepared to issue directives on studying, grasping and implementing the Party Congress resolutions; prepared to develop working regulations...

The Politburo also approved the working program of the Politburo and Secretariat in 2016; assigned members of the Politburo and Secretariat; and actively prepared to introduce personnel under the Central Committee's management to run for National Assembly deputies; and discussed the implementation of a number of policies and regimes for cadres.

Emphasizing that the conference time is short and the work is urgent, General Secretary Nguyen Phu Trong asked delegates to promote a sense of responsibility and focus their intelligence to contribute ideas.The conference is requested to prioritize urgent issues that need to be resolved and important tasks, such as: Strengthening Party building and rectification; building a streamlined and efficient organizational apparatus for the entire political system; stepping up the fight against corruption, waste and bureaucracy; innovating the growth model; effectively resolving the issues of restructuring state-owned enterprises, restructuring the state budget, handling bad debts and ensuring public debt safety; resolutely and persistently fighting to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, while maintaining a peaceful and stable environment for national development, proactively and actively integrating internationally...

Regarding the introduction of senior leadership personnel of state agencies, the General Secretary said that right after the 12th Congress,The Politburo has carefully considered the legal and practical basis for the consolidation of leadership positions in state agencies, and reached a high consensus that it is necessary to promptly consolidate and rearrange leadership positions in state agencies in a synchronous manner, promptly meeting the requirements for organizing the implementation of the Resolution of the 12th National Congress. The Politburo proposed that the Central Committee allow the consolidation of leadership positions in state agencies at the 11th session of the National Assembly in accordance with Party regulations and State laws.

At the conference, the Politburo submitted to the Central Committee a decision on introducing candidates for the positions of President, Prime Minister, and National Assembly Chairman - the highest leadership positions of the State, and at the same time reported to the Central Committee for opinions before the Politburo officially introduced candidates for other positions for the National Assembly to consider, elect, or approve according to its authority.

General Secretary Nguyen Phu Trong emphasized that the personnel issue that the Central Conference decided and commented on this time needs to thoroughly grasp and consistently implement the personnel work direction approved by the Party Congress, ensuring the comprehensive and harmonious leadership of the Party in all fields and areas and creating a common combined strength; trying to consider it comprehensively and arrange it most reasonably under the permitted conditions. Based on the general standards of cadres, when considering personnel, the Central Committee needs to focus on capacity, strengths, trained expertise, work experience and development direction; combining immediate requirements with preparations for the next terms, ensuring inheritance and development.

According to the General Secretary, personnel work must be carried out in accordance with Party regulations, the working regulations of the Central Executive Committee, in accordance with the principle of the Party unifying leadership in personnel work and managing the staff in the political system, and in accordance with legal regulations on the organization and operation of state agencies.

The second Central Party Conference will run until March 12.
