Comrade Tran Quoc Hoan - A talented minister with strategic vision
(Baonghean.vn)- As Minister of Public Security from 1953 to 1980, comrade Tran Quoc Hoan always focused on building the people's public security force into an important, trustworthy armed force, absolutely loyal to the Party, the Fatherland and the people.
He proposed to the Party Central Committee to open schools to train police officers, and to apply scientific achievements to schools, training classes, and special training courses specific to the police. In the work of training and promoting cadres, he always paid attention to the equality and progress of women and ethnic minorities.
Under the leadership of comrade Tran Quoc Hoan, many female cadres and cadres of ethnic minorities in the Public Security sector were trained and sent for training, and they became excellent core cadres, good at professional skills, steadfast in politics, ready to devote all their talents to the cause of the Vietnamese revolution.

As the highest leader of the Public Security sector, following Uncle Ho's teachings, Tran Quoc Hoan always focused on providing security support for the struggle to liberate the South. He organized training for cadres from many sources and many fields to support the battlefields and the cities of the South. From the Dong Khoi movement in 1959 to the Ho Chi Minh campaign in 1975, under the leadership of comrade Tran Quoc Hoan, the Ministry of Public Security provided human resources for security in the South with more than ten thousand Public Security officers, including many key leaders in many professional fields.
With a broad vision of the revolution, comrade Tran Quoc Hoan prepared a large force of leaders of the Public Security sector, promptly increasing nearly ten thousand cadres to take over the South (1975) to deploy a new organizational model for the Public Security sector of provinces and cities right after the day the South was liberated. At the time when the South was just liberated, the political situation encountered thousands of difficulties. Under the talented and resourceful leadership of comrade Tran Quoc Hoan, the Vietnam Public Security excellently completed the revolutionary tasks assigned by the Party and the people.
Comrade Tran Quoc Hoan spent a lot of time, passion and intelligence building the theory of the Vietnam People's Public Security.
Since being assigned by the Party to take charge of the Public Security sector, he has directed the summary of the struggle process of the People's Public Security force since its establishment, in order to draw many lessons in the work of protecting security and order, issues related to the professional work of the Public Security sector and experiences in fighting against the enemy's sabotage plots.

In implementing the Party's basic working guidelines on combating counter-revolutionaries and other criminals, he emphasized the need to firmly grasp the idea of active prevention, continuous attack and attack against counter-revolutionaries and criminals in any circumstances; properly implement the motto, policies and professional measures of the public security sector. These issues have laid the foundation for the formation and development of the People's Public Security theory, contributing to bringing great effectiveness to the cause of national liberation, national unification, building and defending the socialist Vietnamese Fatherland.
Comrade Tran Quoc Hoan was also the first person to lay the foundation for research, application, and development of scientific and technical bases to serve the work of fighting the enemy on the silent front line and managing subjects, combating crime and social evils effectively and practically.
During the arduous war against the US to save the country, he directly directed the Public Security force to build and develop science and technology with the viewpoint: "The enemy uses technology to attack us, we must also improve in this aspect to fight them; for us, when making a revolution, the key is to determine a good political ideology, and then strive wholeheartedly, then all difficulties will be overcome." Today, Comrade Tran Quoc Hoan's guiding ideology on the development of science and technology is always implemented by the People's Public Security force in all areas of Public Security work.
Comrade Tran Quoc Hoan always attached importance to building a semi-professional force at the grassroots level and promoting the mass movement to protect national security, considering this a strategic issue in the fight against counter-revolutionaries and all aspects of public security work.
He determined that "Revolution is the cause of the masses, then protecting the revolution is also the cause of the masses" and must originate from the interests of the masses with the spirit of "Staying awake so the people can sleep, staying awake so the people can have fun; taking the happiness of the people as the joy and reason for living of cadres and soldiers".
Minister Tran Quoc Hoan's innate intellectual qualities were clearly revealed. And it was this quality that enabled him to form a leadership style that was full of wisdom and democracy, respecting capable people, despite operating in a force that had to adhere to the principles of "iron discipline" more than anywhere else in the government apparatus.
With the courage and intelligence of a journalist, a senior and multi-talented leader of the Party, comrade Tran Quoc Hoan contributed to the revolution, especially the Public Security sector, with great achievements in the struggle to gain and maintain national independence.
