Do Luong mobilized more than 250 billion VND to build rural traffic

(Baonghean) - In line with the national goal of building new rural areas, Do Luong district focuses on prioritizing investment in building rural transport systems. This program is truly creating a new momentum in production and life for the people of the district.

These days, people in Trung Son commune are focusing on taking care of rice and vegetables. In the fields, the vast green fields of rice, squash, and cucumbers are blooming and growing. Meeting us while taking care of squash plants, Ms. Nguyen Thi Mai - Hamlet 7 happily said: after the consolidation of fields to build the New Rural Area, the commune has invested in building a wide internal road system, irrigation canals to ensure water reaches the bottom of the fields, so we can feel secure in production, the efficiency is 10 million VND/sao, 5 times higher than the previous rice cultivation.

After more than 4 years of building a new rural area, Trung Son has achieved 13/19 new rural criteria and strives to reach the finish line by the end of 2020. Mr. Nguyen Ngoc Hoa - Chairman of the Commune People's Committee said: Before entering the new rural area construction, the internal road system and rural traffic were muddy. The commune mobilized people to contribute 410 thousand VND/person, each hamlet contributed from 40 - 50 million VND, installed 1,300 irrigation culverts, renewed 4.5 km of main drainage canals, ensured 5m internal roads, upgraded 2 pumping stations, 1,400 branch canals. Thanks to the planning of the internal road system and synchronous irrigation, up to now the commune has planned to plant 220 hectares of commercial rice production, 80 hectares of winter crops on rice land. Production efficiency increased 3 times compared to before, income next year is 0.5 - 0.8% higher than the previous year compared to the annual production plan target.

Compared to many localities that have reached the new rural finish line of the district, the internal traffic system of Hoa Son commune has been invested quite systematically. The whole commune currently has over 320 hectares of rice production land. Basically, the entire area has been divided according to Decree 64, so people do not want to change. Mr. Nguyen Cao Dong - Vice Chairman of Hoa Son Commune People's Committee, said: The commune's way of doing things is to release the entire rice field area for planning and redistributing the fields. The commune mobilizes people to contribute from 28 - 35 kg/sao, in two years it has mobilized nearly 2 billion VND in contributions from the people.

Up to now, the whole commune has graded and concreted 76 internal traffic routes ensuring 3 - 9m, built 8km of irrigation canals, installed over 3,500 culverts of all kinds. Thanks to that, by the end of 2015, the whole commune had planned to grow over 100 hectares of commercial rice, 45 hectares of aquaculture, 14 farms and ranches with an income of 80 - 250 million VND/model/year. Thanks to that, the income per unit of production land area increased by 15 - 20% compared to before. This is considered a hard criterion to help the commune soon complete the new rural destination.

Up to now, the whole district has mobilized 250 billion 429 million VND to build and upgrade 1,568 km of rural roads, intra-field roads, 18 thousand bridges and culverts for people. New construction and upgrade of 66 pumping stations, dams, irrigation works, solidification, upgrading 858 km of canals, renovating 6 km of dikes and flood protection embankments, with a total mobilized budget of 139 billion VND.

Many communes such as Yen Son, Thai Son, Tan Son, Thinh Son, Trang Son ensure the internal traffic system, concrete canals to all fields and plots. Before the end of 2014, the internal traffic system of Do Luong district was not basically hardened, the roads were narrow, only reaching a maximum of 2 - 2.5m.

In particular, due to the lack of land consolidation, the fields are fragmented, the borders and plots are not yet met. Identifying transportation as a premise for economic development, the district has synchronously implemented solutions such as accelerating the re-planning of field infrastructure, building main and secondary roads, canals, irrigation pumping stations, directing land consolidation on a large scale. Mobilizing socialization, taking advantage of project programs such as Trang - Minh, Tan - Thinh, Quang - Nhan traffic roads.

Discussing the effectiveness of investment in transport infrastructure for production development, Mr. Nguyen Cong Chau - Vice Chairman of Do Luong District People's Committee said: The district has directed the conversion of crop structure, put over 600 mechanized machines into production, over 85% of labor has been replaced by machines. Thanks to that, up to now, the district has developed 30 models of growing cucumbers, squash, high-quality vegetables with an income of 70 - 100 million VND/ha in Xuan Son, Luu Son, Tan Son, Thai Son, Thuong Son, Giang Son Dong, over 100 hectares of aquaculture in Yen Son and Thinh Son towns and communes, each year structured with 2 rice crops, 1 fish crop with an income of over 100 million VND/ha.

The model of 1,500 hectares of high-quality rice in Yen Son, Van Son, Hoa Son, the model of 200 hectares of converting rice and high-quality crops to commercial sugarcane in Giang Son Dong, Giang Son Tay. The models create a new breath of life for the countryside on the way to speed up the progress of new rural construction.

To achieve real effectiveness for the models, it is very important to pay attention to investing in the standard of rural transport system, irrigation, intra-field transport, and field improvement. The remaining localities, for example, 25 communes on the roadmap to the new rural destination by 2020 and 8 communes finishing in 2016 such as Luu Son, Dang Son, Boi Son, Da Son, Trung Son... still face many difficulties in cement sources.

In the difficult financial conditions of the locality, in addition to the support policy of the province, the district has advanced 6,000 tons of cement from Visai Group, supporting 200 - 400 tons/commune, directing communes to prioritize integrating projects on irrigation roads, electricity, roads, schools, stations; directing departments and branches to coordinate with communes to apply scientific and technological advances to improve production efficiency such as high-quality rice, growing red-seeded dragon fruit, high-quality winter vegetables on rice land...
