Ministers who fail to become members of the Central Committee must still be responsible until the last second.
The Government spokesman said the Prime Minister requested that the 14 Government members who did not participate in the 12th Central Committee still have the highest responsibility until handing over to their successors.
At the regular January Government press conference on the afternoon of January 29, Minister and Head of the Government Office Nguyen Van Nen spent a lot of time answering questions about preparing replacement officials in sectors where ministers are not allowed to join the 12th Central Executive Committee.

"It is normal that some industry leaders were not elected to the Central Executive Committee because there was a surplus and there was a plan," Mr. Nen said.
According to the Minister, Head of the Government Office, the Party has prepared personnel work very carefully and systematically in recent times. "The planning is open and dynamic, meaning each position has 1-3 people, or even more, to be able to succeed. Similarly, each person can also be planned for many different positions so that the Party can mobilize them when needed," the Minister said, adding that thanks to that, personnel work rarely has to be passive.
According to Mr. Nen, in the personnel work plan and the Party's viewpoint, it is not necessary for every industry to arrange committee members. As for localities, they should try to have their leaders in the central government. If not, "the central government will consider transferring them if necessary."
The Government spokesman also shared that at the meeting that morning, Prime Minister Nguyen Tan Dung congratulated a number of members who were re-elected to the Politburo, Secretariat and the new Central Committee. "The Prime Minister asked the 14 members who were not re-elected to continue working with the highest responsibility to complete their work until a successor is found and absolutely not to be negligent," Minister Nen recounted.
