Notice on procedures for granting certificates of ownership of houses in apartment buildings

My family is currently the owner of apartment number 341, building B1 in Tan Hop apartment complex, Hung Dung ward. In 2004, this apartment was sold by Nghe An Housing Investment and Development Company (now Hanoi Housing Investment and Development Company No. 30) to Ms. Nguyen Thi Tuyet residing in Hung Binh ward. Because Ms. Tuyet did not need to use it, she transferred it to my family, and we paid the full amount to the Company. At that time (2004), my family and Ms. Tuyet only made a handwritten sales document with each other, Ms. Tuyet received the full transfer amount as agreed and the two parties had not yet completed the procedures in accordance with the regulations. The documents that my family still keeps include:
- Apartment sale and purchase contract No. 89/HD-MBN dated February 17, 2004 between Ms. Nguyen Thi Tuyet and Nghe An Housing Investment and Trading Company.
- Receipt in the name of Ms. Nguyen Thi Tuyet collected by Nghe An Housing Investment and Trading Company with the amount of 132,000,000 VND.
- Handwritten paper transferring the house of Ms. Nguyen Thi Tuyet to my family.
Now implementing the policy of granting house ownership certificates, but my family cannot contact Ms. Nguyen Thi Tuyet (Ms. Tuyet has moved to another place to live, address unknown), based on Notice No. 675/TB-UBND.DC dated October 23, 2015 of Nghe An Provincial People's Committee, currently Hung Dung Ward People's Committee is publicly announcing the granting of house ownership certificates to my family with a public period of 60 days.
Therefore, my family has this notice in Nghe An Electronic Newspaper with the above content. Within 60 days from the date of posting the notice, if anyone has any questions, complaints or denunciations, please send a petition to the People's Committee of Hung Dung Ward (address: Nguyen Duy Trinh Street, Hung Dung Ward) or send a petition to the Vinh City Land Use Registration Office (address: No. 27, Le Mao Street, Le Mao Ward, Vinh City). After the above time, if no one has any comments, my family will complete the procedures to request the State to issue a Certificate of house ownership rights in accordance with regulations.
