Need for practical policies to support female businesses
Vietnam is promoting the role of women through policies to support businesses owned by women and employing many female workers.
The country currently has nearly 500,000 enterprises, of which more than 24% are managed by women, creating jobs for more than 1.6 million workers. The State has issued many policies to support female workers, but specific regulations to support small and medium-sized enterprises that employ many female workers have not yet been put into practice. Many related regulations are contained in many different laws. In particular, the procedures to enjoy preferential tax policies for enterprises are also very complicated.
Ms. Ha Thi Vinh, Director of Quang Vinh Ceramics - Fine Arts Company Limited, said that Vietnam has a policy mechanism but does not have a decree guiding its implementation.
“The problem is how the Law is implemented in life? We pay taxes and contribute other sources to the State budget because the laws issued by the State, the laws issued by the State to support businesses with many female employees and owned by women need to be communicated promptly and have a guidance system like we pay taxes to support female workers,” Ms. Vinh commented.

Supporting the development of women-owned small and medium-sized enterprises (SMEs) aims to achieve gender equality and demonstrate the superiority of policies and laws supporting SMEs. However, many businesses are still unaware of these regulations and the implementation of these policies still faces many difficulties.
Ms. Pham Thu Ha, Director of Sacombank, Branch 8/3, suggested that the State needs to supplement regulations and policies to suit the current development conditions of enterprises.
“In fact, there are many policies for female workers, meaning that there are many legal regulations related to policies for female workers and businesses must meet all the rights of female workers. However, there are no benefits for female-owned businesses. We also recommend that there should be support such as insurance policies, tax support costs, land rental or support policies for female businesses in training, coaching, policy implementation, etc.,” Ms. Ha shared.
Currently, the State has created favorable conditions for enterprises employing many female workers by reducing taxes based on reasonable expenses for female workers. Therefore, many enterprises propose to have support policies focusing on financial assistance, production premises, public service provision and especially timely information on specific legal documents on supporting enterprises owned by women and employing many female workers to develop more effectively.
Ms. Nguyen Thi Bich Ha, Vice President of the Ho Chi Minh City Women Entrepreneurs Association, said: “We have information about specific programs and decrees related to businesses in different fields. Currently, we have to prepare businesses for all situations. If businesses know the information clearly, they will be more proactive.”
