Prime Minister Nguyen Xuan Phuc: Do not criminalize economic relations

The online conference Vietnamese Enterprises - The driving force of the country's economic development, held on the morning of April 29, chaired by Prime Minister Nguyen Xuan Phuc, Deputy Prime Ministers, leaders of ministries and branches, attracted thousands of businesses to attend.

In his opening speech, Prime Minister Nguyen Xuan Phuc reiterated: “Uncle Ho once said that if we unify the country, we will build a more prosperous and beautiful country. That is the desire of the fatherland, of the country, and of Uncle Ho.”

“Who builds the country? It is the entire people and army, but the pioneers are still Vietnamese enterprises,” the Prime Minister emphasized.

According to the Prime Minister, enterprises create jobs, create GDP, and make important contributions to export activities. The difficulties and obstacles of enterprises have been paid attention to, listened to, and resolved to create conditions for development.

“Over the past 30 years, we have made progress in many aspects, including developing the Vietnamese business community and entrepreneurs as they are today. The success of the Doi Moi process has important contributions from businesses and entrepreneurs in all economic sectors,” the Prime Minister emphasized.

But the head of the Government also frankly acknowledged that there are still many barriers and obstacles that need to be removed so that businesses can develop better and faster.

Therefore, the Government organized this meeting to listen, directly resolve problems, and work with businesses to build the country. “In essence, we avoid formalities in the meeting, we meet not to listen but to resolve problems and create conditions for businesses to truly develop. A government of the people, by the people, for the people needs to listen and create conditions for this pioneering team to develop,” the Prime Minister noted.

The Prime Minister affirmed: The Government and law enforcement agencies, functional agencies protect property rights and other rights of enterprises and people, especially creating conditions for enterprises to develop and integrate, not only developing domestically but also having many enterprises exporting abroad.

“There are still many obstacles. Especially, we must fight against negativity and corruption in the state apparatus. The most important spirit is not to criminalize administrative and economic relations,” the Prime Minister said.

The Prime Minister also noted that businesses must find ways to develop, harmonizing business interests and community interests, especially environmental protection.

“I believe that today’s conference will open a new phase in the dialogue and exchange of information between the Government and businesses. Open-mindedness and sincerity are the guiding principles throughout today’s and subsequent questioning sessions at all levels of government and provinces, so that businesses can have the best conditions for development,”

Following that, Mr. Vu Tien Loc, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), reported on the business situation, offered advice on creating a favorable, healthy and equal business environment, and proposed solutions to difficulties and problems for businesses.

Mr. Vu Tien Loc said that VCCI has submitted a nearly 200-page report on the current situation and proposed solutions to the Prime Minister and ministries. Accordingly, the next 5 years should be defined as 5 years of a startup nation, 5 years for the whole country to focus all its efforts on developing enterprises.

Mr. Loc suggested that the Government issue a resolution on a national action program for business development for the entire term, ensuring the implementation of two continuous requirements: strengthening trust, reviving morale, and restoring and developing businesses. "We must not let the Xin Chao cafe repeat itself because such incidents destroy business confidence," Mr. Loc suggested.

Delegates, domestic and foreign enterprises at the conference

According to Mr. Loc, there are two things that need to be done immediately:

- Firstly, there must be drastic policy and administrative solutions to drastically reduce risks and costs, especially unofficial costs, to ensure safety and "ease" for businesses.

- Second, both perfecting the market economic institution with innovations and new motivations and removing difficulties, creating a favorable business environment, and promoting enterprise development.

VCCI also proposed to abolish the ownership regime of ministries, branches and local authorities with SOEs, review all public service units nationwide to carry out reforms similar to SOEs; establish a National Council for the Development of Small and Medium Enterprises; ensure the principle that the state management agency for trade and investment promotion is not at the same time the agency organizing promotion activities; promote the transfer of public services from state management agencies to social and market organizations, etc.
