Before the Donald Cook encountered the Russian fighter jet, a Russian intelligence ship approached, distracting the American ship, the US official said.

It is quite common for US ships to encounter Russian aircraft, and vice versa, but there is always a minimum safe distance between them. However, the distance between the Donald Cook and the Russian fighter jet this time is said to be below the safe level.
