'Resolution 4 of the Central Committee is the examination and evaluation of each individual'

Mr. Trieu Tai Vinh, Secretary of Ha Giang Provincial Party Committee, told the press on the sidelines of the National Conference of Cadres to Study and Implement the Resolution of the 12th National Party Congress, organized by the Central Party Secretariat from April 19-20, in Hanoi.

Mr. Vinh said: After participating in studying and thoroughly grasping the Resolution of the 12th Party Congress, when we returned to our localities, we had to review the Resolutions of our localities and units. It is thanks to the Resolution of the 11th Central Committee, Session 4, that in the past 5 years, Ha Giang has regained its image. And in the coming time, the Resolution of the 11th Central Committee is an important measure to build the Party.

“As General Secretary Nguyen Phu Trong and Head of the Central Organizing Committee Pham Minh Chinh pointed out at the conference, there is a large part of degradation. That is an unquantifiable part, because it is within each of us. Because in the work of Party building as well as in ourselves, in a day, at a certain hour, we are confused in our work, unable to overcome, that is degradation, lack of will. Resolution 4 of the Central Committee is the inspection and evaluation of each person” – Mr. Vinh said.

Emphasizing how to put the resolution into practice, Permanent Vice President of the Vietnam Farmers' Union Lai Xuan Mon said that in the process of studying, grasping and implementing the Resolution, the role of the leader is extremely important. The leader not only urges the study and implementation of the Resolution but also must be the one who directly grasps and sets an example in the process of implementing the Resolution. In recent times, in some localities such as Quang Binh, Quang Ninh, the Provincial Party Secretaries have done very well in this regard.

Mr. Mon emphasized that in the field of agriculture, rural areas and farmers are very large. In particular, farmers are the subjects for agricultural development and production; they are also the subjects for building new rural areas. Therefore, in this period, the Vietnam Farmers' Association has an action program, building new farmers with new criteria, closely linked to the process of restructuring Vietnam's agricultural sector, and renewing the growth model. New farmers must be closely linked to building new rural areas and new ways.

Regarding the upcoming implementation of Hanoi, Permanent Deputy Secretary of the Hanoi Party Committee Ngo Thi Thanh Hang said: After this national conference, Hanoi will organize a conference to study and disseminate the Resolution of the 12th Party Congress to key officials of the city, then to districts, towns and affiliated Party Committees; and then to party members and people in the city.

According to Ms. Hang, the Hanoi Party Committee is urgently implementing 8 key programs to concretize and implement the Resolution of the 12th National Party Congress and the Resolution of the 16th National Party Congress of the Hanoi Party Committee in the following areas: Party building, political system building; economic development program; agricultural development and new rural construction; synchronous investment program in urban infrastructure; administrative reform program; security and defense program; anti-corruption program and thrift practice; etc. These are the key contents. In April 2016, the Hanoi Party Committee will approve major work programs and immediately implement them.
