(Baonghean) - Ms. Lo Thi Kim Ngan - Vice Chairwoman of the Provincial Fatherland Front Committee; candidate for the Provincial People's Council for the 2016 - 2021 term at constituency No. 15, Que Phong district.

I have worked for 25 years in many different positions and fields. This is the condition that helps me accumulate a lot of experience, making it easier for me in my current position as Vice Chairman of the Provincial Fatherland Front Committee. As an ethnic minority cadre, from a poor mountainous district, I was educated, trained and matured in a working environment at the district and provincial levels. I understand and share the difficulties and hardships of the people in mountainous areas, especially ethnic minorities in highland and border areas.

Therefore, if I am elected by voters as a delegate of the Provincial People's Council, term XVII, 2016 - 2021, I will have more conditions to participate and contribute to the Provincial People's Council and functional agencies as a delegate of the Provincial People's Council to issue many mechanisms and policies to promote the overall development of the province and ensure the improvement of the material and spiritual life of mountainous districts and ethnic minorities, as well as to solve urgent and prominent social issues. In particular, I am always interested in issues of economic - cultural development, society, education, health, national defense - security, building a strong political system; solutions to preserve and promote the unique traditional cultural values of ethnic minorities...

First of all, I will constantly study, practice moral qualities, improve all aspects of my qualifications, strive to perform well assigned tasks and complete well the duties of a people's representative.

In my position, I will propose and recommend to the Provincial People's Council and relevant agencies solutions to promote programs to attract investment resources to develop rural infrastructure in mountainous, highland and border areas such as: transportation, irrigation, electricity grid, health care, medical care, essential public works for the people. There are measures and solutions to create jobs for people in mountainous areas and ethnic minorities, increase income, gradually improve the material and spiritual life of the people; contribute to preserving and protecting forest resources in a sustainable manner.

I will coordinate well with all levels, sectors and mass organizations to do a good job of gathering and mobilizing all classes of people and ethnic minorities to build a great national unity bloc, join forces, be determined to carry out patriotic emulation movements well, unite to build and develop the rural and mountainous socio-economy, eliminate hunger and reduce poverty, ensure security, order and social safety, create a healthy social environment for ethnic minorities to feel secure, excited, and compete to build peaceful villages and hamlets, and happy families.

As a female cadre, I am always concerned about the rights of women and children, especially the issue of creating jobs and income for more than 50% of the female population in general and among ethnic minorities in particular. I will use my voice to propose that the authorities strengthen the implementation of policies on gender equality; on labor, employment, income; employment for children after graduation; prevention and combat of social evils, trafficking of women... I will also propose policies to care for reproductive health, family happiness and the future of women and children among ethnic minorities today...
