The Department of Vehicle Registration has just transferred the technology of sticking tags and creating accounts for paying non-stop road fees to vehicle registration centers to keep up with the schedule of putting the non-stop toll station system into operation in June.

On May 14 and 15, the Department of Vehicle Registration organized for key staff of the Northern Vehicle Registration Centers to learn and practice the skills of sticking non-stop toll tags (E-Tag) and creating non-stop toll accounts. Immediately after this session, it will be deployed to the Central and Southern regions.

Accordingly, vehicle owners in need will have their E-tag affixed to them by vehicle inspection centers and a non-stop road fee account created for free (from the second affixing and account creation, vehicle owners will have to pay a fee).

The white, paper-thin card, about 1.5 cm x 3 cm in size, is affixed to the front windshield or headlight of the car. The card-sticking technique to ensure that the card reader at the toll booth can read the data (meet the requirements) will be performed by the inspection center staff.

Users are also physically checked with specialized tools at the final stage of the tagging process at the inspection center. The time it takes to tag and create an account for each vehicle only takes 3-5 minutes.

After being tagged and having an account created, the owner or driver of the vehicle who needs to use the service deposits money into the created toll account (an account belonging to BIDV bank, cash can be transferred or transferred from another account to this account). When passing through the station, if there is an E-Tag card and the account has enough money, the vehicle can enter the lane reserved for non-stop toll collection, the machine will automatically read the data, calculate the fee and open the barrier for the vehicle to pass immediately.

Account owners can check the details of the fee payment and account balance. Vehicle owners who purchase quarterly and monthly tolls can also have their data integrated into their E-Tag and traffic account to use as if they were using the current 1-stop toll booth.

If the vehicle does not have a card and a non-stop toll payment account; or has a card but the account does not have enough money to pay the toll, the barrier will not open, the vehicle will be forced to reverse, move to the one-stop toll lane, and pay the toll in cash.

Deputy Director of the Registration Department Nguyen Huu Tri said: Using non-stop toll collection technology will limit congestion at toll stations, saving time and costs for vehicle owners. "In particular, non-stop toll collection technology will create transparency in toll collection for BOT project investors."

Mr. Tri said that the Ministry of Transport has assigned the task of sticking E-Tag cards and creating non-stop toll collection accounts to the Registration Department. According to the schedule set by the Ministry of Transport, from June, toll stations on National Highway 1A and National Highway 14 will start having 2 lanes for non-stop toll collection vehicles, so the work of sticking cards and creating accounts needs to be urgently implemented.

Currently, the Ministry of Transport has contracted the non-stop toll collection technology to VETC Company (28 stations) and Vietinbank (9 stations) to implement on National Highway 1A and National Highway 14. Of which, VETC has piloted at 2 stations in Quang Binh and Dak Nong.

According to statistics from Tasco Company (investor of the BOT route through Quang Binh), after applying non-stop toll collection, many vehicle owners expressed "interest" and "proud" because they did not have to stop when passing through the toll station; the source of toll collection through the station increased by 20% compared to before.
