Minister of Home Affairs Le Vinh Tan said that, with his responsibility as Minister of Home Affairs, he will proactively work with Government members to successfully complete the tasks assigned by the Government and the Prime Minister.

In the coming time, he and the leadership of the Ministry of Home Affairs will thoroughly grasp the 6 key tasks stated in the Resolution of the 12th National Party Congress, and at the same time focus on implementing the 6 operational priorities of the Government, headed by Prime Minister Nguyen Xuan Phuc, which he identified immediately after taking office. Specifically:
Firstly, perfecting the functions and tasks of the Ministry in multi-sectoral and multi-field management in accordance with the spirit of the Resolution of the 12th National Party Congress and the orientation for the country's future development. In the coming time, the Ministry of Home Affairs will synchronously implement solutions to prevent bureaucracy, harassment, and corruption; implement publicity, transparency, and promote accountability of leaders and each cadre, civil servant, and public employee. These are considered key tasks, contributing to building a clean and strong Ministry of Home Affairs, improving the capacity, effectiveness, and efficiency of the state apparatus.
Second, focus on administrative reform in the direction of a creative and developing State; the focus is on building a socialist rule-of-law State institution, a government that better serves the needs of the people. The Ministry of Home Affairs advises the Government to promulgate and effectively implement many policies on administrative reform of practical significance, contributing to the comprehensive reform of the state administration.
Third, strengthen discipline and order in managing the team of cadres, civil servants and public employees.
Fourth, implement Resolution No. 39 of the Politburo and Decree No. 108 of the Government on streamlining the payroll and restructuring the contingent of civil servants and public employees. The Ministry of Home Affairs urgently implements the Law on Government Organization; submits to the Government for promulgation legal documents specifying the tasks and powers of the Government and the Prime Minister in accordance with practical requirements in the leadership and direction of the Government and the Prime Minister; clearly defines the position and role of Ministers and Heads of ministerial-level agencies as members of the Government and as heads of sectors and fields.
Strengthening the management of payroll, with decentralization to ministries, branches and localities; in the coming time, it is necessary to re-evaluate this work to do better in the direction of promoting the responsibility of ministries, branches and localities but strengthening the inspection and supervision role of the Government and the Ministry of Home Affairs. Gradually building the work structure and job description, using that as the basis for staffing and building the team of cadres and civil servants.
Fifth, implement the Law on Organization of Local Government in 2016, ensuring the requirement of stronger and clearer decentralization between the Central and local levels, between local government levels in the direction of "whichever level manages and resolves the task more closely to reality, assign tasks and authority to that level"; improve the effectiveness, efficiency, unity and transparency in the organization and operation of local governments at all levels. Improve the quality of activities of People's Councils and People's Committees at all levels.
Sixth, coordinate with relevant agencies to successfully organize the election of deputies to the National Assembly and People's Councils at all levels.
Seriously implement the policy of streamlining the payroll
Regarding staff streamlining, Minister Le Vinh Tan said that, implementing the policy of continuing to streamline staff in the spirit of the 7th Central Conference (11th tenure), the Government has issued Decree No. 108/2014/ND-CP on staff streamlining policy.
Specifically, the Decree stipulates that agencies, organizations and units are only allowed to use 50% of the streamlined payroll and resolve the retirement regime at the right age or termination of employment according to the provisions of law; the remaining number is reduced and put into the reserve payroll managed by the competent authority to be used for establishing new organizations or implementing new tasks assigned by competent authorities.
At the same time, the Decree stipulates that the head must be responsible for the results of streamlining the payroll in the agency, organization, or unit assigned to manage according to authority; the results of organizing and implementing the streamlining of payroll are linked to the assessment of the annual task completion level of the head of the agency, organization, or unit.
Resolution No. 39-NQ/TW on streamlining the payroll and restructuring the staff of cadres, civil servants and public employees and Decision No. 2218/QD-TTg on the Government's Plan to implement Resolution No. 39-NQ/TW directed: "Persistently implement the policy of streamlining the payroll of cadres, civil servants and public employees, ensuring that the total payroll of the entire political system does not increase. In case a new organization must be established or a new task is assigned, agencies, organizations and units must balance and adjust within the total existing payroll".
In the coming time, the Ministry of Home Affairs requests that leaders of agencies, organizations and units seriously implement the policy of the Politburo, the Government and the Prime Minister on streamlining the payroll. The Minister believes that the implementation will achieve results.
Urgently complete the development of standards for civil servant titles
Minister Le Vinh Tan added that in order to effectively streamline the payroll and restructure the staff, Resolution No. 39-NQ/TW and Decision No. 2218/QD-TTg have proposed the following solutions: Completing the determination of job positions; restructuring the staff, civil servants and public employees; perfecting the system of standards for titles and positions of civil servants and public employees; innovating the mechanism for evaluating and classifying staff, civil servants and public employees; reviewing the training level and capacity of staff, civil servants and public employees to have a plan for arranging and using them in accordance with job positions and task requirements; streamlining the payroll for staff, civil servants and public employees who do not complete their tasks, do not meet task requirements, do not meet prescribed standards, and those who are redundant due to the determination of job positions and organizational arrangements.
Implementing the above documents, the Ministry of Home Affairs has coordinated with ministries managing sectors and fields to issue 59 civil servant rank standards and 37 sets of civil servant title standards for 113 civil servant job titles and 63/63 provinces and centrally-run cities and 19/22 ministries and sectors have completed the appraisal and approval of the Project on determining job positions and civil servant structure. The Government has also issued Decree No. 56/2015/ND-CP on the assessment and classification of cadres, civil servants and public employees.
On the basis of the above regulations, with the close direction of Party committees and authorities from the central to local levels; the serious implementation by the heads of agencies, organizations and units will resolve the streamlining of staff for cadres, civil servants and public employees who do not complete their tasks, do not meet the requirements of the tasks, do not meet the prescribed standards, and those who are redundant due to job position determination.
The Ministry of Home Affairs will continue to urge ministries and branches to promptly complete the development of standards for specialized civil servant positions and professional titles of public employees. At the same time, it will speed up the determination of job positions and the structure of civil servants and public employees of provinces and cities./.
