Deputy Prime Minister requests strict punishment for traffic police harassment

On May 14, Mr. Truong Hoa Binh, Deputy Prime Minister and Chairman of the National Traffic Safety Committee, issued a telegram on continuing to promote the implementation of solutions to tighten transport business management and control vehicle load on roads.

Accordingly, the Deputy Prime Minister requested the Ministry of Transport to supplement regulations on responsibilities and handling of violations for owners of transport vehicles, driving license training and testing facilities, road motor vehicle inspection centers, state management agencies and public servants on traffic safety and order. Continue to restructure the transport market in depth, increase the market share of waterway, rail and air transport, and reduce pressure on road transport.

Direct the national traffic inspection force to coordinate with the police force to strengthen inspection and strictly handle violations of the implementation of legal regulations on business and conditions for business of automobile transportation, loading goods onto automobiles. Focus on inspection at the headquarters of transport business units, vehicle assembly points (passenger bus stations, freight stations, points for loading and unloading goods onto vehicles), revoke driving licenses, revoke badges and transport business licenses for vehicle owners who deliberately violate or repeat violations in accordance with regulations.

The Ministry of Public Security directed the traffic police force to coordinate with other police forces and the transport sector to increase patrols, control and handle violations by drivers and owners of transport vehicles. In particular, violations of alcohol concentration, drug use, speeding, carrying more passengers than prescribed, carrying overloaded goods, etc.

At the same time, strengthen inspection, supervision, verification and strict handling of public servants who harass, cause difficulties for people, cover up and tolerate drivers and owners of transport businesses who commit violations.

According to the dispatch, after more than two years of tightening the management of transport business and controlling vehicle load, the traffic order and safety situation for road transport business vehicles has changed positively, the number of traffic accidents has decreased, the rate of cars violating regulations on load has decreased below 10%. However, in recent times, the situation of traffic accidents and the phenomenon of vehicle load violations in transport business vehicles has become more complicated.

In addition, the media continues to report on the phenomenon of vehicles carrying construction materials, construction waste, agricultural products, wood, frozen goods, etc. with signs of violating the operating load in the area. In particular, the northern border provinces, suburban areas and some constructions in Hanoi, the Central Highlands, Ho Chi Minh City and the Southeast region cause traffic disorder and damage to traffic infrastructure, causing public opinion and people to be upset.

According to reports from authorities, the direct cause of the above situation is due to drivers' violations of legal regulations such as alcohol concentration violations, illegal overtaking, speeding violations, overloading, carrying more people than allowed...

“However, the root cause of the above situation is due to the weakness in the management of transport business units, the situation of “outsourcing” to drivers to exploit goods and find passengers. At the same time, public opinion also reflects that a part of the law enforcement force is limited in professional capacity, has not fulfilled its responsibilities, and even tolerates and assists in the violations of drivers and vehicle owners…” - The Deputy Prime Minister affirmed in the telegram.
