Quang Binh: Request to suspend the work of Chairman of Hai Ninh commune

The Standing Committee of Quang Binh Provincial Party Committee met and gave opinions on the incident of a large crowd causing disorder in Hai Ninh commune (Quang Ninh district).

The meeting was chaired by Secretary of the Provincial Party Committee and Chairman of the People's Council of Quang Binh province, Hoang Dang Quang.

After listening to the report of the Party Secretary, Chairman of the People's Committee of Hai Ninh commune, the Secretary of the District Party Committee, Chairman of the People's Committee of Quang Ninh district and representatives of relevant agencies on the incident of a large crowd causing insecurity and disorder that occurred in Hai Ninh commune at 2:15 p.m. on April 24, the Standing Committee of the Quang Binh Provincial Party Committee discussed and concluded on the incident.

The Standing Committee of the Quang Binh Provincial Party Committee said that the incident was serious, disrupting security and order, and hindering activities related to the implementation of the eco-tourism and resort complex project in Hai Ninh commune.

The cause of the incident was that in the past, the Party Committee and the government of Hai Ninh commune, Quang Ninh district did not have a firm grasp of the situation; the propaganda work among the people was still weak; when the incident happened, the commune and district governments were passive, confused, and helpless. On the other hand, a part of the people did not have the right perception, thinking that the project, when completed and put into operation, would cause pollution to the marine environment...

In addition, during this time in Hai Ninh commune and some other localities, there was a situation of mass fish deaths of unknown cause, affecting the jobs and income of fishermen, creating a sense of frustration leading to large gatherings and being incited and provoked by bad elements to cause trouble, making the situation more complicated.

The Standing Committee of the Quang Binh Provincial Party Committee concluded that the responsibility for the above incident lies primarily with the Party Committee and People's Committee of Hai Ninh Commune; the District Party Committee and People's Committee of Quang Ninh District; Nhat Le Border Guard Station and Quang Ninh District Police.

In order to stabilize the situation, the Provincial Party Committee Standing Committee requested: The Provincial Party Committee's Propaganda Department directs functional agencies to provide complete and timely relevant information to the media to guide public opinion; have a plan to promote propaganda so that people understand and agree during the project implementation process...

In the immediate future, the Standing Committee of the Quang Ninh District Party Committee is requested to: Immediately suspend the Chairman of the Hai Ninh Commune People's Committee from work; direct a serious review of the responsibility of the Hai Ninh Commune Party Committee Secretary; seriously review the collective responsibility of the Quang Ninh District People's Committee and the responsibility of individual leaders of the District People's Committee assigned to be in charge of areas related to the project.

Along with that, the Provincial People's Committee urgently had direct dialogue with the people, took measures to resolve and stabilize the situation; explained, mobilized people to support, and created conditions to implement the project as planned.

The Standing Committee of Quang Ninh District Party Committee focused on directing the resolution and final handling of legitimate petitions and proposals from local people.
