PV:As a person working in law enforcement, what do you think when you are introduced to run for the 14th National Assembly, term 2016 - 2021?

Comrade Cao Khac Chien:From my current work experience, I see that the quality of legislation still has shortcomings, so it is difficult to apply it in real life. Being nominated as a candidate for the 14th National Assembly, I determined that besides being an honor, it will be the responsibility of a person who has been trained and worked for many years in the law enforcement agency, and at the same time, it is a new opportunity and condition for me to be able to participate in giving quality comments in the law-making process of the National Assembly, contributing to improving the quality of legislation as well as the general activities of the National Assembly, striving not to disappoint the trust of voters...

PV:If you are elected by voters as a delegate to the 14th National Assembly, what will your action program focus on?

Comrade Cao Khac Chien:I always keep in mind that the success of any political and social work depends mainly on the support of the people; therefore, as a cadre, I must always trust, respect and listen to the opinions of the people to serve the people better and also to repay the sacrifices of the heroes and martyrs for the independence and freedom of the Fatherland today. Therefore, if elected as a deputy of the 14th National Assembly, I will regularly contact and listen to the opinions of voters in many forms, spend a lot of time in the field to grasp the reality, understand the thoughts and aspirations of the people and bring the voice of the people to the National Assembly to protect the legitimate rights and interests of the people. Strengthen coordination with departments, branches and organizations to diversify the forms of propaganda, dissemination and legal education for all classes of people, especially the youth, students, etc. Because they are the future owners of the country. Create the most favorable conditions for people to access justice.

In my position as a judge of the Court, I pledge to strictly try all types of crimes, contributing to maintaining national discipline, stability and strengthening people's trust. One issue that I am concerned about and struggling with at present is that for rural people who mainly participate in agricultural, forestry and fishery production, land is both a means of production and a large and most important asset for the people. In the past, due to land policies, land administrative management activities such as recognizing land use rights; land recovery, compensation, site clearance, and resettlement have had some shortcomings, significantly affecting people's rights. Therefore, I will propose to the National Assembly to discuss and promulgate land policies suitable to the characteristics of each locality; at the same time, pay attention to consolidating and enhancing the quality of cadres working in land management. Another issue that I would like to pursue is to recommend the National Assembly, the Government and central ministries and branches to issue investment policies for agriculture, rural areas and farmers to meet development requirements; associated with accelerating the new rural construction program to create conditions for people in rural areas to build a prosperous and happy life.
