Vietnam will cooperate with Japan to train 1,000 PhDs.
The Vietnamese and Japanese governments are both actively implementing cooperation programs, including training 1,000 PhDs in Japan by 2020.
On the afternoon of May 4, at the Government Office, Prime Minister Nguyen Xuan Phuc received Japanese Minister of Education, Culture, Sports, Science and Technology Hiroshi Hase, who is on a working visit to Vietnam.
At the reception, he welcomed Minister Hiroshi Hase's working visit to Vietnam and said that the Vietnamese Government and people sympathize with the Japanese Government and people about the severe damage caused by the recent earthquake in Japan.
Prime Minister Nguyen Xuan Phuc said that the cooperation between Vietnam and Japan is comprehensive, strategic, and multifaceted, in which the most impressive and strong area of cooperation is cooperation in education. The Prime Minister expressed his delight that Vietnam and Japan have signed a Cooperation Strategy on Education; and welcomed Mr. Hiroshi Hase's visit to Vietnam and his work with the Vietnamese Ministry of Education and Training.

Prime Minister Nguyen Xuan Phuc stated that to date, the Vietnamese Ministry of Education and Training has signed agreements with 17 Japanese universities to support and exempt tuition fees for candidates who have received scholarships from the Vietnamese Government when studying in Japan. The Vietnamese and Japanese governments are both actively implementing cooperation programs and implementing plans to train high-quality human resources, including training 1,000 PhDs in Japan by 2020.
Prime Minister Nguyen Xuan Phuc requested the Minister to continue implementing the signed strategic cooperation program on education; requested Japan to continue supporting Vietnam in training and developing human resources; research government scholarships of the two countries to send Vietnamese citizens to study in Japan; promote bilateral cooperation between universities of the two countries; requested Japan to continue providing preferential ODA loans to upgrade Vietnamese universities; promote the development of scientific research cooperation between the two countries; organize cultural exchanges and student exchanges between the two countries and within the ASEAN region. The Vietnamese Ministry of Education and Training is ready to act as the focal point for cooperation with relevant Japanese agencies to implement these programs.
The Prime Minister said that the two countries still have a lot of potential for cooperation, especially in some areas where Japan has advantages in science and technology, which Vietnam is very interested in. The Prime Minister hoped that the two sides would strengthen cooperation in the fields of space and high technology.
Regarding cooperation in the cultural field, the Prime Minister said that the deep, trusting and close relationship between the people of the two countries is a good condition for developing cultural relations between the two countries.
Minister Hiroshi Hase thanked Prime Minister Nguyen Xuan Phuc for taking the time to meet him and congratulated him on his new position. Minister Hiroshi Hase thanked the Prime Minister for sending an open letter to the Japanese Prime Minister to express condolences over the recent earthquake in Kamamoto.
Minister Hiroshi Hase hopes to cooperate with Vietnamese ministries and sectors in areas such as scientific research, education and training, etc. The Minister welcomed Prime Minister Nguyen Xuan Phuc to Japan to attend the G7 Summit and meet Prime Minister Shinjo Abe. Minister Hiroshi Hase also conveyed Prime Minister Shinjo Abe's regards to Prime Minister Nguyen Xuan Phuc, and hopes to welcome the Prime Minister to visit Japan.
Minister Hiroshi Hase also said that he will do his best to complete the tasks that Prime Minister Nguyen Xuan Phuc just discussed. Regarding cooperation and association in the field of education and training, the Minister said that the two countries have had valuable cooperation in the past, and in the coming time, Japan will cooperate to implement the Japanese education model in Vietnam. The method is to implement the Vietnam-Japan University and the doctoral training program.
Regarding cultural exchange, Minister Hiroshi Hase said that Japanese enterprises have contributed to the process of preserving cultural heritage in Vietnam and wish to continue to contribute to the preservation of other heritages, including silk paintings. Currently, in Japan, there are many research institutes with technologies to restore precious paintings. Maintaining and preserving culture has the effect of promoting cultural exchange, tourism, and people's pride in cultural heritage. The Minister said that he will coordinate with Japanese ministries, branches, and organizations to develop stronger and more extensive relations between the two countries./.
