Nghe An: The problem of cramped apartment buildings in the city
(Baonghean) - With the increasing demand for housing, some investors have seized the opportunity to increase the supply of apartments to the market.However, surrounding the apartment story are raising issues that need to be solved.
Abundant supply of apartments
In 2015 and the first 4 months of 2016, the Vinh City apartment market had very strong growth in all segments. In which, the affordable segment had the strongest growth, spread evenly in the wards of Ha Huy Tap, Nghi Phu, Quan Bau, Le Loi, Truong Thi, Hung Binh, Vinh Tan, Hung Loc.
Most of the small apartments priced from 10 - 12 million VND/m2 in some projects such as Tecco, Vinh Plaza, Handico 30... have quite active transactions.
At the Golden City Company trading floor, Mr. The Anh (Nghi Phu, Vinh City) is being guided by the staff here to complete the contract procedures to buy an apartment in Ha Huy Tap Ward. Mr. The Anh said that the Golden City apartment building has 13 floors with more than 100 apartments located in Ha Huy Tap Ward, Vinh City. We booked the purchase at the beginning of the year and now the project has been built up to the 8th floor, expected to hand over the house in the first quarter of 2017.

One of the investors with many apartment projects under construction is Hanoi Housing Investment and Development Joint Stock Company No. 30 (Handico 30). In addition to a number of apartment buildings already in use such as Nam Nguyen Sy Sach, Doi Cung... this investor is currently implementing the project to build high-rise apartment buildings A2 and A4, part of the project to build apartment buildings east of VI Le Nin Avenue with a total investment of more than 160 billion VND, including 260 apartments.
It is known that the investor is currently starting to build the first building and although the foundation has just been poured, many customers have already registered to buy apartments. Ms. Le Thi Huong - an employee of Handico 30 Real Estate Trading Floor said that with the average segment, the market has many products, in addition to paying attention to the price, customers also pay attention to the amenities and living environment around the project.
Immediately after the groundbreaking, the project attracted many interested customers, and up to now, most of the apartments with good locations have been booked.
Tecco New Technology Application and Construction Joint Stock Company, after the success of apartment projects Le Loi, Quang Trung, Vinh Tan, Hung Loc... this investor is continuing to invest in completing a number of new areas in Le Loi, Hung Loc.
In addition, Quan Bau ward is also currently growing many apartment buildings: Vinh Plaza, Kim Thi. Mr. Phi from Nghi Loc came to Vinh to buy a social housing house in the 15-storey social housing project in Quan Bau ward of Kim Thi Real Estate Joint Stock Company and said, I work in Nghi Loc and my wife lives in Vinh. For a long time, the family has lived in Nghi Loc but the children study in Vinh so commuting is difficult. In 2015, the couple decided to buy an apartment in Quan Bau at 9 million VND/m2, area 65m2 for convenience in commuting.
“Currently, there are quite a few apartment projects being implemented, but in general, customers are mainly interested in projects from investors with a reputation, strong financial potential, and experience. In addition, traffic infrastructure, trees, parking lots; or technical systems such as: electricity, fire protection, lightning protection systems, water supply and drainage... are also important factors when deciding to buy an apartment" - Mr. Phi shared.
Explaining the warming up of the real estate market, Mr. Nguyen Hoang - a real estate specialist - assessed that customer confidence is gradually returning because real estate prices are gradually decreasing, making them more affordable for middle-income earners. "This year, the real estate market is still warming up thanks to the low-cost, popular segment."
And issues to consider
According to the synthesis of Vinh City People's Committee, currently in Vinh City there are 54 apartment and resettlement area projects, of which 33 projects have been implemented and put into use with a total number of apartments and land plots according to design of 9,531 households; 21 projects are being implemented with a total construction area of over 15,000m2; floor area of over 201,000m2, over 2,000 apartments. Affordable housing has a smooth start, making projects in this segment boldly speed up progress to reach the finish line.
Thus, in addition to the projects that have been put into operation, Vinh city will continue to have thousands of apartments launched on the market from many new projects under construction.
In addition to the old investors, the apartment market also has new names such as: Phu My Trung Joint Stock Company, Vinh Urban Development Joint Stock Company, Nghe Tinh General Materials Joint Stock Company... However, according to Mr. Nguyen Quoc Thang - Head of Vinh City Urban Management Department, the reality shows that some urban area investors are slow to complete infrastructure; have not paid attention to building public works to serve people such as entertainment areas, community activities, trees... according to the planning and committed progress.
The quality of some apartment buildings and technical infrastructure projects built by investors quickly deteriorated and damaged, causing frustration among residents. Some projects changed their planning many times compared to the initial approval, affecting the management and progress of housing construction, which is not only based on demand but also on planning, strategy and existing infrastructure conditions.
Ms. Nguyen Thi Le in CT 1 - Vinh Tan apartment building shared that the building has about 90 households but because the basement is not large enough, the apartment owners' cars have to be left outside, which is not only unsafe but also affects the space and common playground of the residents.

Some wards, communes and investors have not actively implemented the work of establishing apartment management boards, naming streets and house numbers, affecting the rights of people living here. Some investors in the planning design do not reserve land for building cultural houses but prioritize business activities. Therefore, many apartment buildings and urban areas do not have cultural houses, organizing meetings to implement the policies of the Party and the State faces many difficulties.
For example, the apartment complex of Nghe An Petroleum Construction Mineral Corporation on Nguyen Quoc Tri Street, Hung Binh Ward is located right in the heart of a densely populated residential area, with narrow roads and very little space for community activities. Currently, the project has only put into operation one residential area, but when the second building is completed, traffic congestion, waste discharge, etc. will be too much, greatly affecting the rights of the people, which is inevitable.
To make it easier to sell, investors now design small apartments, mainly from 45 - 65m2.2, limiting the space for green trees, parking lots, etc., increasing the population size in apartment buildings. While urban infrastructure has not been invested synchronously, planning and operational management in residential areas are lax, the planning and construction of too many high-rise apartment buildings with hundreds of apartments in each area right in the heart of the inner city is putting a heavy burden on traffic infrastructure and social infrastructure. These are issues that local authorities and relevant authorities need to consider.
And the worrying issue is the phenomenon of population compression in the city center. Granting permission to build too many public areas in the inner city also means encouraging population density increase, causing the demand for transportation, parking, hospitals, schools, health care, green space... to be overloaded and will be warned to become more stressful. Meanwhile, currently, big cities have a strategic goal of spreading population to the suburbs and neighboring localities. |
