Accordingly, the phenomenon of mass fish deaths in recent days has the potential to cause security and order issues and public anxiety. The Ministry of Natural Resources and Environment requests that press agencies remain calm, objective, scientific and responsible to the agencies in order to find the cause.

The Ministry has established many working groups in 4 central provinces, the Ministry of Agriculture also conducted surveys in many provinces. This is a complex problem, which has occurred in many places in the world, in some cases it took many countries many years to find out.

Although people are very concerned, this is a legitimate demand, however, determining the cause requires systematic, methodical research and scientific analysis.

Official announcement of the Ministry of Natural Resources and Environment.

After discussion, the meeting of scientists and management agencies agreed on the preliminary assessment:

1. There are two causes: One is the impact of chemical toxins released by humans on land and at sea. Two is the abnormal natural phenomenon combined with human impact causing annual algal blooms, also known as red tides.

2. Up to now, through monitoring data and evidence collection, there is no conclusive evidence of the relationship between Formosa and its factories and the mass fish deaths.

3. Through monitoring and assessment data of relevant scientific research agencies and state management agencies, the marine environment has not been found to have any environmental parameters exceeding prescribed standards.

To determine the cause of the mass fish deaths and find solutions, focusing on two groups of causes, it is recommended that the Ministry of Science and Technology coordinate with agencies and even mobilize international organizations to conduct research as soon as possible.

The Ministry of Agriculture and Rural Development will issue recommendations on fishing and aquaculture activities.

Localities organize monitoring of coastal seawater quality, and have recommendations for swimming and tourism activities in the area.
