(Baonghean) - Ms. Cao Thi Hien - Member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council; candidate for the Provincial People's Council for the 2016 - 2021 term in constituency No. 7, Dien Chau district.

As a delegate of the Provincial People's Council, term XVI, 2011 - 2016 and holding the position of Vice Chairman of the Provincial People's Council, now continuing to be nominated as a candidate for the Provincial People's Council, term XII, 2016 - 2021 in my hometown Dien Chau, for me, this is a great honor, and at the same time a higher responsibility for the general movement of the province and my hometown Dien Chau in particular.

With experience working in many different positions from the grassroots to the province, if elected by voters as a representative of the Provincial People's Council, I will have the opportunity and conditions to successfully fulfill the duties of a representative, representing the will, aspirations and legitimate interests of voters and people; specifically, I will focus on performing well the following tasks:

Always take care to cultivate and train moral qualities to first of all be a good citizen, a good cadre and party member; constantly study and improve qualifications in all aspects; closely listen to the thoughts and legitimate aspirations of the people in general and voters at the polling place in particular. Through contact before and after the session, closely contact voters, actively participate fully and contribute opinions at the Provincial People's Council sessions; regularly report to voters on the results of the Provincial People's Council's activities and yourself. Pay attention to the work of receiving citizens, receiving and handling complaints, denunciations as well as recommendations from citizens. Carefully and responsibly study the petitions sent by citizens and the recommendations from voters to receive and honestly reflect them to the competent authorities, along with monitoring and urging the competent authorities to resolve and report the results to voters.

In my current position, I will work with the team to innovate and improve the quality of the Provincial People's Council's activities. First of all, improve the quality of People's Council delegates; create conditions for each delegate to best promote their responsibilities and operational capacity. Take care to foster the methods and comprehensive operational skills of delegates.

Improve the quality of activities of the Standing Committee and Committees of the Provincial People's Council, focusing on the quality of supervision of key socio-economic issues, urgent and prominent issues in people's lives. Continue to supervise and ensure effective implementation of grassroots democracy regulations, administrative reform, and building a clean and strong government.

I will also work with the Provincial People's Council to discuss and decide on important policies to create momentum for socio-economic development, national defense and security. This will focus on policies to create momentum for the development of industrial parks, economic zones, key crop and livestock development areas and economic development models; policies to transform the crop and livestock structure, and transform industries to respond promptly to climate change to ensure stable people's lives; and the target program for new rural construction.

Pay attention to solutions to improve the quality of education, career guidance, vocational training; the quality of medical examination and treatment for the people; at the same time, solutions to solve food hygiene and safety issues, environmental protection; social security policies, policies for people with meritorious services, social protection subjects, hunger eradication and poverty reduction, and job creation for workers.

As an official who has worked for many years in the field of internal affairs and based on the concerns and feedback of voters, another issue that I prioritize in my action program is to promote administrative reform, increase transparency in public service activities, improve the quality and ethics of public service of civil servants; tighten discipline and administrative discipline in agencies and units...
