Improving the quality of the political system in special regions.

(Baonghean.vn) - Implementing the resolutions and projects of the Nghi Loc District Party Committee on improving the quality of the political system's activities in religious areas, mass mobilization work in Nghi Xuan commune has seen positive changes.

Nghi Xuan commune has 7 Catholic hamlets, including 3 hamlets with exclusively Catholic residents. Comrade Pham Dinh Hai – Deputy Secretary of the Nghi Xuan Party Committee – stated: Previously, when the grassroots political system in Catholic areas was not yet consolidated, many youth union branches and associations operated only sporadically, and the rate of membership was not high. In particular, the exclusively Catholic hamlet of Xuan Canh did not have a Party branch or any Party members.

Following Resolutions 01, 02, and 10 of the Nghi Loc District Party Committee, in 2006, the Party Committee admitted new party members locally, transferred existing party members, and established a Party branch in Xuan Canh hamlet.

In addition, the Party Committee has paid special attention to Party membership recruitment in Catholic-majority areas. From 2000 to the present, the Party Committee has trained and admitted 8 Catholic Party members; regularly directed the consolidation of Party committees in Catholic-majority villages and mass organizations; organized training for key cadres; and supplemented the planning of cadres such as village heads, Party branch secretaries, police officers, village militia leaders, and heads of mass organizations in Catholic-majority areas, ensuring they are qualified, capable, and respected by the Catholic community.

Party branch meetings, village meetings, and meetings of mass organizations are all attended by Party committee and government officials, as well as mass organizations at the commune level, who engage in direct dialogue and resolve issues at the grassroots level. The activities of the youth union and associations have also become more diverse. For example, the Youth Union has intensified its public activities and organized inter-branch meetings; the Farmers' Association has established production cooperatives to support each other with capital for production and business. As a result, mass organizations have done a good job of mobilizing the masses. To date, the average membership rate in the villages is 70% for the Youth Union, 80% for the Farmers' Association, 85% for the Women's Association, and 95% for the Veterans' Association.

The staff and civil servants of Nghi Xuan commune always uphold public service ethics in carrying out their assigned tasks.

Along with building and strengthening organizations and associations, the commune Party committee and government also pay attention to investing in socio-economic development in Catholic areas. From 2002 to the present, the commune People's Committee has invested over 4 billion VND to support the construction and upgrading of cultural houses, rural roads, and solidarity houses in Catholic hamlets. Xuan Khanh hamlet was the last unit to build a hamlet cultural house with a budget of 700 million VND, of which the commune People's Committee contributed 650 million VND, along with support for purchasing cultural facilities.

The construction, consolidation, and improvement of the political system's operational quality in areas with religious communities have contributed to many positive changes in the socio-economic situation of these regions. In non-agricultural hamlets, Catholic parishioners have diversified their occupations, focusing heavily on trade, services, and labor export. The economic growth rate in areas with religious communities is quite high, with average per capita income reaching 30 million VND/year, and in the exclusively Catholic hamlet of Xuan Khanh reaching 40 million VND/year. The poverty rate has decreased to below 3%. Currently, 4 out of 7 Catholic hamlets have been recognized as Cultural Villages.

The work of mobilizing the masses has been highly effective. Most notably, it has fostered unity between Catholics and non-Catholics; the fund for the poor has consistently met and exceeded its annual targets; and Catholic parishioners have always fulfilled their contributions, especially in the new rural development program.

Furthermore, through the village-level political system, the Party committee, the government, and the Fatherland Front of the commune have grasped the situation and promptly and effectively handled religious-related incidents occurring in the area, ensuring political security and social order.

Comrade Pham Dinh Hai, Deputy Secretary of the Nghi Xuan Commune Party Committee, said: "In the coming time, the Party Committee will direct the youth union branches and associations that still lack cadres to reorganize their structures to operate more effectively; grasp the situation, and promptly provide guidance to improve the quality of activities of the political system in the Catholic area."
