(Baonghean.vn) - On the morning of June 3, under the chairmanship of Prime Minister Nguyen Xuan Phuc and Deputy Prime Minister Vu Duc Dam, the Government held an online conference on promoting the implementation of universal health insurance.

The conference listened to Deputy Minister, General Director of Vietnam Social Security Nguyen Thi Minh report on "The implementation situation of developing health insurance participants and information technology in the organization of appraisal and payment of health insurance examination and treatment costs". Accordingly, up to now, the whole country has had over 70.8 million social insurance participants, accounting for 77.7% of the population (the target for 2016 is 78%).

To ensure the earlier completion of the goal of universal health insurance, Vietnam Social Security proposes that the Prime Minister consider issuing a Decision to adjust the targets for implementing health insurance coverage in the 2016-2020 period with the goal of having at least 90% of the population participating in health insurance by 2020.

Regarding the work of computerization in the organization of appraisal and payment of medical examination and treatment costs under health insurance, Vietnam Social Security requests the People's Committees of provinces and cities to direct the Department of Health and medical examination and treatment facilities in the area to focus on immediately standardizing the list of hospital management software with the common list issued by the Ministry of Health and connecting data with the Social Security agency according to the schedule, professional and technical content as required by Vietnam Social Security.

Next, Minister of Health Nguyen Thi Kim Tien presented the report "Improving the quality of medical examination and treatment, implementing universal health insurance", in which she acknowledged that people are still not satisfied with the procedures in medical examination and treatment, in referrals, and in health insurance payments.

In addition, the Ministry of Health proposed increasing the level of support for purchasing health insurance for the near-poor from 70% to 90-95%; increasing the level of support for purchasing health insurance for farmers, forestry, fishers and salt workers with an average living standard from 30% to 50-70%.

Provinces and cities discussed difficulties and obstacles as well as proposed solutions to develop universal health insurance.

Speaking at the conference, Prime Minister Nguyen Xuan Phuc emphasized: Health insurance is the responsibility and right of all citizens. Raising the target of health insurance participation, moving towards universal health insurance, is one of the most important tasks to ensure social security.

The Prime Minister also directed Party committees and authorities at all levels to consider the task of mobilizing people to participate in health insurance as a political task; provinces and cities include the target of people using health insurance in their annual targets.

In addition, the health sector needs to focus on improving the quality of medical examination and treatment for patients using health insurance, without distinguishing between patients using health insurance and patients not using health insurance; effectively implementing the interconnected medical examination and treatment, and hospital transfer for patients using health insurance. The Ministry of Finance is studying the level to increase the level of health insurance support for near-poor households, students, and pupils.
