Employing talented people outside the Party: Creating inspiration for life
The event that Dr. Le Nguyen Minh Quang - General Director of Bachy Soletanche Vietnam Company, a person who is not a party member nor a civil servant - was recruited and appointed by the Ho Chi Minh City People's Committee to hold the position of Head of the City Urban Railway Management Board on June 27 has inspired many people.

We need to have a common awareness that whether in the Party or not, all Vietnamese citizens have the right to love their country and have the right to participate in building the country, including the right to be elected and appointed to leadership positions. I am very pleased that the leaders of Ho Chi Minh City promoted and appointed a non-Party member, Mr. Le Nguyen Minh Quang, who is qualified and dedicated, to a leadership position at the department level in the government apparatus.
Our country has about 90 million people, of which there are about 4 million party members (half of whom are retired officials and civil servants). Our Party is a Party within the people, the core of the political system, not a Party above or outside the people.
We must frankly admit that not all talented people join the Party. I know there are intellectuals who are well-educated, talented, virtuous, and patriotic, but they do not want to join a political organization because they do not want to be bound by the organization's rules, or for other reasons.
In 1945, President Ho Chi Minh said that mobilizing and persuading talented people outside the Party to take on important responsibilities and serve the country is more beneficial than being Party members, because it will help us strengthen the great national unity bloc. The nation does not belong to any particular party or class, so talented, virtuous people who are devoted to the country and the people must be respected.
The first head of the National Assembly Standing Committee was Mr. Nguyen Van To, followed by Mr. Bui Bang Doan, both of whom were not communist party members. In Saigon at that time, the head of the administrative apparatus was Professor Tran Van Giau, a communist party member.
But our Party saw that it was not beneficial for a comrade from the regional committee to hold the important position of head of government in the context of the country having just gained power, so it tried its best to persuade lawyer Pham Van Bach - an intellectual who had studied abroad - to hold the position of chairman of the Southern Administrative Resistance Committee. Later, Mr. Pham Van Bach held the position of Chief Justice of the Supreme People's Court for 21 years.
I really like Uncle Ho's idea that the country needs to use talented and virtuous people, regardless of their class, social status, or background. Therefore, Ho Chi Minh City's appointment of a non-Party member is not a new thing, but a return to Uncle Ho's idea.

Having worked in organizational work, I am very aware that the use of talent and the development of a person's ability depend on views and prejudices that are sometimes outdated and sometimes narrow-minded. There are cases where we want to nominate or appoint but are stuck with the structure, background, and party membership... The recent appointment of non-Party members to management positions by Ho Chi Minh City is very good, very welcome and should be promoted. If this is the first time, it must be said that it is a bit late, it should have been done a long time ago.
If the proposal is not accepted several times, the opportunity for that person to fully develop his/her abilities is lost, and the opportunity for the organization to have a talented, good person with the desire to contribute is also lost. It is a loss for both sides, what a pity. The government apparatus must be a place for capable, dedicated people. Adding one more person means we have more confidence and more momentum to develop.
People are the most valuable asset. People make history, make careers. Don't forget that when our Government was established in 1945, more than half of the National Assembly were non-Party members, and many Government leaders and ministers were also non-Party members.
Later, due to the circumstances and demands of war, the word “democracy” could no longer fully exert its meaning. Now is peace, the time to step onto the highway of development, it is necessary to return to the right viewpoints to attract talented people. I know that changing viewpoints is very difficult but not impossible. I hope there will be more managers and leaders with heart and talent, recognized and trusted by the people like Dr. Quang.

The first thing that came to my mind when I heard the story of Mr. Le Nguyen Minh Quang was that I hope this will not be a rare story or an isolated case. I hope Mr. Quang will be successful to have more encouragement for young people who are outside the Party and also for those who work in human resources in the state apparatus.
Appointing non-Party members to management positions in the state apparatus will create opportunities for the State to have more talented people, creating more choices in structuring and appointing. From there, state agencies will have more opportunities to have talented and dedicated people as leaders and thus operate better.
Many people working in the private sector are not party members. If the party membership criteria are removed, the recruitment and appointment of officials, civil servants and public employees can reach these people. Their strengths are dynamism, sensitivity, and experience in business practices. If they are available, the state apparatus will certainly improve.
Mr. Quang's story gives us, those who do not work in the state apparatus, some inspiration. I will continue to follow his story along with many other concerns about our country./.
