A number of officials and civil servants are corrupt in handling administrative procedures related to land and some other fields.

This afternoon (July 14), in Hanoi, Politburo member, Deputy Prime Minister Truong Hoa Binh, Head of the Government's Administrative Reform Committee, and his delegation inspected the administrative procedure reform work at the Department of Planning and Investment and the People's Committee of Hoan Kiem District and worked with Hanoi leaders on administrative reform work. Deputy Prime Minister Truong Hoa Binh requested that Hanoi remove from state agencies civil servants who do not ensure ethical qualities.

Reporting to Deputy Prime Minister Truong Hoa Binh, the leader of Hanoi city said that determining administrative procedure reform as a key task, in the first 6 months of this year, the city announced 13 specific administrative procedures and 4 interconnected administrative procedures.

Since June, Hanoi has processed online registration applications within two working days; maintained the rate of electronic tax declaration and payment at 96%. Implemented interconnected issuance of investment certificates and business registration certificates for foreign investors. Cut up to 40% of the time to process investment administrative procedures.

Reduce 20% of time in site clearance and land acquisition; reduce 50% of time in planning. Shorten time to access electricity to 21 to 26 days, 10 days less than the regulation.

Since the beginning of March, the Hanoi People's Committee has piloted connecting the shared database of the City Police, the city's social insurance with the wards under the People's Committee of Nam Tu Liem Ward and the People's Committee of Long Bien District to implement level 3 online public services and shorten the time to complete administrative procedures. In the third quarter, Hanoi will study to replicate in 12 districts of the city.

At the meeting, Chairman of the Hanoi People's Committee Nguyen Duc Chung said: the city has prepared to retrain human resources, consolidate facilities and transmission lines to unify the working environment of city agencies in a common network system, moving towards implementing e-government, reducing time and cumbersome procedures for businesses and people: "We are striving to have all business license registration and business license amendments of all businesses done online by September 1. Currently, we also hope that the Ministry of Planning and Investment will share, I have reported to the Minister and Deputy Minister of Planning and Investment in charge of this field has agreed to share business management data with Hanoi. So, by September 1, we will be able to do it."

Speaking at the working session, Deputy Prime Minister Truong Hoa Binh welcomed the determination of Hanoi city leaders in directing and implementing comprehensive, effective and positive administrative procedure reforms; emphasizing that Hanoi is the capital and the center of the country. If it does well in administrative procedure reforms, it will contribute to strengthening national defense and security, liberating production capacity, attracting investors, creating trust for people and businesses, accelerating the development of the capital, and greatly contributing to the country's economic development.

Deputy Prime Minister Truong Hoa Binh also pointed out the shortcomings that Hanoi needs to overcome. That is, the review and assessment of the impact of administrative procedures is still slow and formal, so it is not proactive in making timely recommendations and requests to competent authorities to eliminate or replace unreasonable administrative procedures in the process of handling administrative procedures. There are still a number of negative civil servants who harass in handling administrative procedures related to land and some other fields. As for the phenomenon of requesting additional documents outside the prescribed dossier components, Hanoi needs to take strong measures to end this situation.

On that basis, Deputy Prime Minister Truong Hoa Binh proposed that the implementation of staff streamlining in Hanoi city must remove from state agencies civil servants who do not ensure ethical qualities, and the recruitment process of civil servants must ensure standards of serving the people.

Regarding the tasks in the coming time, Deputy Prime Minister Truong Hoa Binh emphasized: “Promote reform and simplify administrative procedures, especially those directly related to people and businesses. Focus on groups of administrative procedures serving international integration, business startups, administrative procedures in the fields of investment, construction, tourism, land, urban technical infrastructure, goods circulation, consumption, etc. Conduct a review, complete and rearrange the apparatus of agencies in the direction of streamlining, unification, synchronization and efficiency.”./.
