Attending the Conference were comrades: Le Van Nghiem - Director of the Department of Foreign Information, Ministry of Information and Communications; Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Ho Quang Thanh - Director of the Department of Information and Communications, representatives of relevant departments, branches and provincial and district-level organizations.

Comrade Le Van Nghiem - Director of the Department of Foreign Information, Ministry of Information and Communications conveyed the training content at the Conference.

At the Conference, comrade Le Van Nghiem provided information on the work of speaking, the tasks of government levels, the responsibility of speaking and providing information to the press by being proactive and flexible in providing information and organizing press conferences.

Building a support team requires professionalism, with a communication strategy that is relevant to each job content and time. In addition, it is necessary to continuously update information and proactively provide press releases. It is necessary to have a support team in charge of speaking and valuing interaction with the public.

For the activities of the support group, it is necessary to be flexible in receiving and processing information provided to the press, focusing on fostering skills in handling situations, developing information plans, building friendly relationships, cooperating with press agencies and regularly updating and grasping information to have appropriate responses, especially skills in handling information crises.

Trainees are also provided with Party and State documents related to foreign information work, the mechanism of speaking and providing information to the press such as Decree No. 72/2015/ND-CP of the Government, Decision 62/2013/QD-UBND of the province issued with the Regulations on "Speaking, providing, publishing and handling information in the press in Nghe An province".

Comrade Le Van Nghiem also provided content on foreign affairs, guidance on managing foreign information activities of provinces and centrally run cities; methods and skills in providing information and building a data system to promote the image of localities and units; ways to support and cooperate with foreign press, media and correspondent agencies.

In managing foreign information activities, it is necessary to pay attention to the responsibility of the provincial People's Committee and the Department of Information and Communications to play the leading role in guiding public opinion information. Comrade Le Van Nghiem emphasized that in order to effectively propagate the Party's guidelines and policies, the State's laws and promote the image of the unit and locality, it is necessary to proactively provide information to the press.

Delegates attending were guided and had their concerns and questions answered regarding the contents of speaking and foreign affairs related to the agencies, units and localities they were in charge of, so that they could apply them effectively.

At the Conference, delegates also heard useful information on the East Sea issue related to the Philippines' lawsuit to the International Court of Arbitration on China's unreasonable "nine-dash line" claim; the viewpoints and guidelines of our Party and State on issues related to Vietnam's sovereignty over islands in the East Sea./.
