Compensation for households affected by the Song Sao canal project is in accordance with regulations.
(Baonghean.vn) - Voters of Thai Hoa Town petitioned: The Sao River canal project passing through Dong Hieu Commune affects houses, the compensation level is low, the electricity and water problem is the most urgent, the construction unit has overcome this by drilling wells for each group of households but it is still not stable.

The Sao River Canal Project (Phase II) is invested by the Department of Agriculture and Rural Development of Nghe An and assigned to Phu Quy Irrigation Company Limited as the Project Management Board.
| The Song Sao Reservoir Irrigation Project (Phase 2) with a total investment of over VND 200 billion from government bond capital aims to build 25 km of irrigation canals for 1,054 hectares of cultivated land and provide water for people in 5 communes: Nghia My, Nghia Thuan, Dong Hieu (Thai Hoa Town), Nghia Long, Nghia Loc (Nghia Dan). In which, in package No. 10, the construction of a 1.315 km long tunnel passing through Thinh My hamlet (Nghia My), Dong Xuan hamlet, Dong My (Dong Hieu) is carried out by the joint venture of contractors Lung Lo Joint Stock Company and Song Da Investment & Trading Joint Stock Company. |
The content of the voter's reflection is related to Package No. 10: ''Water tunnel (1,350m long), passing through Thinh My hamlet, Nghia My commune and Dong Xuan, Dong My hamlets, Dong Hieu commune, Thai Hoa town''; the project started in July 2013 and ended on December 31, 2015. During the construction of the water tunnel, the underground water source of more than 120 families was lost and affected the houses and structures of 74 households in 03 hamlets: Thinh My, Nghia My commune, Dong Xuan, Dong My hamlets, Dong Hieu commune.

Faced with the above situation, the Investor has directed the Project Management Board to coordinate with the Construction Contractor to overcome the above shortcomings, specifically:
- About domestic water
Currently, the Contractor has drilled 24 wells, with a depth of 40÷60m, including: Thinh My Hamlet: 4 built wells, 4 tanks, Dong Xuan Hamlet, Dong My drilled 20 wells, all wells are installed with water pipeline systems from the wells to the families; the electrical system, pumps, and water volume of each well when put into use are all guaranteed to operate safely, with sufficient flow and hygiene. From 2015 to now, the well system has been very well served, however, during operation, some pipelines were damaged, the pumps had problems, the Project Management Board has directed the Contractor to promptly repair them for the people.

In addition, in accordance with the request of the People's Committee of Thai Hoa Town, the Project Management Board has deposited funds with the People's Committee of Dong Hieu Commune to facilitate payment to the people when the pump has problems. Currently, 100% of the wells in Thinh My hamlet have returned to their original water level (24 wells); the wells in Dong Xuan and Dong My hamlets have returned to their water level but at a slower rate (due to the high density of drilled wells in this area and the groundwater level has dropped deeply, and because there has not been any heavy rain for over a year, the water source has decreased).
In the coming time, if the water source in Dong Xuan and Dong My hamlets, Dong Hieu commune is not improved, the Department of Agriculture and Rural Development will continue to direct Phu Quy Irrigation Company Limited to take corrective measures to ensure the people's domestic water needs.
-The problem affects people's housing projects.
On October 20, 2013, the Provincial People's Committee issued Document No. 672/TB-UBND-NN assigning the Department of Construction to preside over and coordinate with the Department of Finance to organize the appraisal of the unit price submitted by the Compensation and Site Clearance Council and assign the People's Committee of Thai Hoa Town to approve the plan after receiving the investor's consensus.

Thai Hoa Town People's Committee has approved the compensation support plan and on December 29, 2015, the investor requested funds to pay the Compensation Council. Up to now, 54/74 households have received money, the remaining have not agreed with the compensation price, including cases filing complaints.
Thus, compensation for affected households related to the project has been carried out by the Departments, branches and localities in accordance with state regulations on compensation for site clearance.
To thoroughly resolve the above problem, we request the People's Committee of Thai Hoa Town to direct the authorities and organizations of Dong Hieu Commune to have solutions to propagate and mobilize people to comply with current regulations.
