Senior Lieutenant General Bui Van Nam: Diversify forms of mobilizing people to prevent and combat drugs

(Baonghean.vn) – On the morning of June 23, the Ministry of Public Security held a conference to exchange experiences in mobilizing people to prevent and combat drugs on the Vietnam – Laos border in the period 2012 – 2015.

Attending the conference, on the Central side were comrades: Senior Lieutenant General Bui Van Nam - Member of the Party Central Committee, Deputy Minister of Public Security; Ha Hung - Vice Chairman of the Government Committee for Ethnic Minorities, Nguyen Van Kinh - Director of the Department of National Defense and Security, Northwest Steering Committee and representatives of units under the Ministry of Public Security, Military Region 4, Border Guard Command.

On the side of Nghe An province, there were comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and representatives of the People's Council, Fatherland Front Committee, Provincial Military Command, Provincial Border Guard Command and departments, branches and organizations.

The Vietnam - Laos border is over 2,000km long, running through 10 provinces of Vietnam, with a large population, many international and national border gates, thousands of small roads, rivers and streams crossing the border... convenient for traffic and trade, but also becoming a point of activity for drug criminals on the increasingly complicated and dangerous border.

Also in that general context, Nghe An province with the largest area in the country, 6 border districts adjacent to 3 provinces of Laos has been posing many difficulties in ensuring security and order, especially in preventing drug smuggling from abroad into the border area.

Speaking at the conference, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed that in recent times, closely following the direction of the Government, the Ministry of Public Security, the Provincial Party Committee, the People's Committee of Nghe An province has focused on leading and directing departments, branches, sectors and local authorities, mobilizing the combined strength of the entire political system, synchronously implementing solutions to prevent and combat drugs. In particular, 3 key tasks are identified: promoting propaganda, education, prevention; strengthening the fight against drug addiction and improving the effectiveness of drug rehabilitation and post-rehabilitation management.

However, objectively, the propaganda work on drug prevention and control in the province, especially on the border, still faces some shortcomings and limitations. In light of that reality, being chosen by the Ministry of Public Security as the venue for the conference to exchange experiences in mobilizing people to prevent and control drugs on the Vietnam - Laos border in the period of 2012 - 2015 is a valuable opportunity for Nghe An province to learn and exchange experiences in drug prevention and control in general as well as propaganda and mobilization work on drug prevention and control in particular.

At the conference, delegates from the units presented papers, clarified the advantages, disadvantages and lessons learned in mobilizing people to prevent and combat drugs on the Vietnam - Laos border.

Many papers focused on analyzing the existing problems and limitations in practice, such as the work of communication and education on drug prevention in some places is still stereotyped, mechanical, not going deep and close to each locality; the content and form of propaganda in some places and at some times is still not suitable; the specialized force in charge of building a mass movement to protect national security and the police investigating drug crimes is still thin; the coordination between units in the police force and between the police force and departments, branches and organizations is still sometimes not tight...

Concluding the conference, Senior Lieutenant General Bui Van Nam - Member of the Party Central Committee, Deputy Minister of Public Security directed that it is necessary to determine that in the work of preventing and combating drugs, propaganda plays a leading important role, propaganda must be carried out regularly, continuously, diversely, and with innovative forms and methods.

At the same time, strengthen close coordination among forces, improve and enhance the effectiveness of the Steering Committee for Crime Prevention and Social Evils and build a mass movement to protect national security; advise Party committees and authorities at all levels to build and consolidate the grassroots political system, and replicate advanced models...

On this occasion, the Ministry of Public Security awarded certificates of merit to 25 groups and 11 individuals with outstanding achievements in mobilizing people to prevent and combat drugs on the Vietnam - Laos border in the period of 2012 - 2015. The Ministry of Public Security presented 20 sets of computers to the police of border communes of Nghe An province.
