Examining the submission and draft Resolution on supporting health insurance premiums for people in near-poor households, period 2016 - 2020 in Nghe An province, delegates highly agreed with the policy submitted by the Provincial People's Committee and the Department of Health.

Leaders of Quy Chau district discussed and encouraged poor households in Chau Nga commune to escape poverty.

Accordingly, in addition to the current support level of 70% from the central budget, near-poor households will continue to receive support from the provincial budget, ensuring that by 2020 they will be guaranteed 100% support for health insurance premiums. Specifically, in 2016 the support level is 10%; in 2017 it is 15%; in 2018 it is 20%; in 2009 it is 25% and in 2020 it is 30%.

After listening to the explanations of a number of relevant departments and branches, comrade Ho Phuc Hop - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Department concluded and affirmed: This policy is issued to ensure compliance with the Central's direction and ensure social security, so the Provincial People's Committee and the Department of Health are assigned to receive the opinions of the delegates to edit, supplement and clarify before submitting to the Provincial People's Council at the next second session.

Regarding the submission and draft resolution regulating the unit price and support level from the state budget for policy subjects participating in the treatment of opioid addiction with Methadone replacement drugs, after examination, comrade Ho Phuc Hop concluded that: The Provincial People's Committee's submission to the Provincial People's Council for approval to issue this policy is appropriate. Because Nghe An is a province with a high number of addicts and Methadone treatment has brought good results in recent times.

However, the Government has issued a new Decree on this issue but has not yet issued any Circulars guiding its implementation. Therefore, this Resolution will not be submitted to the Provincial People's Council for approval at the upcoming second session.

Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council spoke at the inspection.

To facilitate the continued implementation of this treatment method while support sources from foreign organizations are cut off, the Department of Culture and Society requests the Provincial People's Committee to study and make a decision on immediate support to reduce difficulties for medical facilities and subjects using this treatment method.

Also this morning, the Culture - Social Committee reviewed the submission and draft resolution on naming and renaming streets and overpasses in Vinh city.
