Immediately after Prime Minister Nguyen Xuan Phuc spoke before the National Assembly at the inauguration ceremony of Prime Minister for the 2016-2021 term, Professor-People's Teacher Nguyen Lan Dung, former National Assembly delegate, expressed his heartfelt words to the Prime Minister.

I am also sure that the majority of people were truly moved when listening to Prime Minister Nguyen Xuan Phuc's heartfelt speech before the National Assembly during his inauguration ceremony on July 26. The Prime Minister understood the country's situation and the concerns of the majority of the people.
The Prime Minister boldly announced: “Currently, Vietnam ranks 14th in the world in terms of population, but its economic scale only ranks 48th and GDP per capita ranks 133rd. We must try very hard to shorten the gap with the world. Developing at a higher speed is also an urgent requirement to deal with the risk of “getting old before getting rich”, when the golden population period will end in about 10 years.
High public debt, high debt repayment pressure; bad debt handling is not substantial; policy space and resources for development in the coming period are very limited. The Government must make efforts to streamline the State administrative apparatus at all levels, take the lead in saving public funds, using public assets, public vehicles, going on business trips abroad... We need to be responsible for every penny of people's tax money, must use it transparently, effectively, for the common benefit of the people and the whole society".
The people hope that authorities at all levels will consider this as a directive from the Government to turn these directions into concrete and effective actions. We must not allow those who are neither talented nor dedicated to exist in the State apparatus. Those who have forgotten Uncle Ho's advice: "Do not act as a revolutionary official to be hated, despised, and not supported by the people."
The people hope that every official with power and authority must respect every penny of the people's tax, considering the money received illegally as dirty money, sinful money, destroying the people's deep trust in the revolutionary government.
The Prime Minister also emphasized: “We must promote institutional reform, promote education and science and technology. We must especially protect the environment during the development process; we must absolutely not destroy the environment for the sake of development.”
People are upset that currently among the unemployed, there are 190,900 people with university degrees or higher; 118,900 people with professional college degrees; 10,000 people with vocational college degrees; 60,200 people with intermediate professional degrees; 17,500 people with intermediate vocational degrees; 32,300 people with elementary vocational degrees and 11,200 people with vocational certificates of less than 3 months.
Meanwhile, patients still lack doctors and pharmacists (the ratio of 7.61 doctors and 2.2 pharmacists per 10,000 people is still low compared to many countries in the world); industrial parks and export processing zones still have to retrain workers because they do not have appropriate skills.
Voters are completely uneasy about the widespread environmental pollution and most people do not know where to find safe food sources.
We are very sad to see that every year we import up to 4,100 pesticide products with 1,643 different active ingredients.
It should be noted that 90% of this quantity is imported from China, but in China, only 630 active ingredients are allowed to be used. Even throwing pesticide packaging in the fields can put 150-200 tons of pesticides into the environment because there is usually up to 1.85% residue on the packaging according to the packaging density.
Even the soy sauce products that are not heated to allow mold to grow naturally have caused up to 30% of the tested samples to be contaminated with Aflatoxin, a known carcinogenic fungal toxin. While the medical industry only needs a few kilograms of Salbutamol to relieve asthma attacks, dilate the bronchi, and relax smooth muscles, why have so many tons of Salbutamol been smuggled to make lean meat for pigs? This is a substance that has a negative impact on the cardiovascular system, digestive disorders, and can cause cancer if accumulated in large amounts in the body.
Dozens of biological pesticides have been researched through state-level projects, but how can they be produced for people to use when our country's microbiological industry only produces three products: alcohol, MSG, and vaccines?
Voters were very excited when the Prime Minister mentioned: “With the promulgation of the Hong Duc Code in the 15th century, King Le Thanh Tong laid the foundation for the formation of the legal system in our country very early. The King said: “The law is the common rule of the State, you and I must obey it together.”
I personally hope that the Prime Minister will pay attention to the case of veteran Tran Van Vot in Ha Nam, who has firmly refused to plead guilty after serving 24 years in prison and is suffering from severe tuberculosis with drug resistance.
The Prime Minister, the President, the Chairman of the National Assembly, and the Chairman of the Central Committee of the Vietnam Fatherland Front have given their opinions and dozens of articles and reports from the Central Television have clearly stated the opinions of the local people and even the father of this veteran who appealed for his innocence, but they have not been considered. I am worried that with his severe tuberculosis, this veteran will have little chance of living long enough to be cleared of his guilt.
The Prime Minister's direct direction of this specific matter will bring back the confidence of the majority of people in the democracy of our State, a State that, as the Prime Minister said, "Acts decisively, serving the People".
I wish the Prime Minister good health and continued closeness to the people so that he can successfully fulfill his noble responsibilities.
