The National Assembly approved the Government structure for the 2016-2021 term.
The organizational structure of the new Government term retains the same 18 Ministries and 4 ministerial-level agencies as the 2011-2016 term.
Continuing the first session, this morning (July 26), after listening to the National Assembly Standing Committee report on the results of discussions at the Delegation on the organizational structure of the Government and Prime Minister Nguyen Xuan Phuc's report on the explanation and acceptance of the opinions of the National Assembly deputies, the 14th National Assembly voted to pass the Resolution on the organizational structure of the Government with 462/469 deputies in agreement (accounting for 93.52% of the total number of National Assembly deputies).

Accordingly, the organizational structure of the Government for the 2016-2021 term includes 18 ministries: Ministry of National Defense, Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Justice, Ministry of Planning and Investment, Ministry of Finance, Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Transport, Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Information and Communications, Ministry of Labor, War Invalids and Social Affairs, Ministry of Culture, Sports and Tourism, Ministry of Science and Technology, Ministry of Education and Training and Ministry of Health.
The four ministerial-level agencies include the Ethnic Committee, the State Bank of Vietnam, the Government Inspectorate and the Government Office.
Previously, presenting a report on the results of the discussion at the Delegation on the organizational structure of the Government, Mr. Nguyen Hanh Phuc, Secretary General of the National Assembly, said that the opinions from 63 delegations all agreed with the content in the Government's submission and the Verification Report of the Law Committee.
Some opinions suggest establishing a Ministry of Family, Women and Children or a Ministry of Youth and Children; establishing a state management agency for seas and islands, including marine economy, environment, and marine security; and an agency to manage state capital and assets in enterprises.
There are proposals to split the Ministry of Natural Resources and Environment into two ministries; merge the Ministry of Finance and the Ministry of Planning and Investment into the Ministry of General Economics; merge the Ministry of Transport with the Ministry of Construction; merge the Ministry of Home Affairs into the Central Organizing Committee and rename a number of ministries.

In response to the above comments, Prime Minister Nguyen Xuan Phuc accepted and said that the Government's structure according to the multi-sectoral, multi-field management model has been kept stable since the 12th National Assembly term up to now, in line with the general trend of the world, promoting efficiency, contributing to administrative reform, and streamlining the state agency apparatus.
The Government proposed to keep the current names of ministries because changing names that have been used for a long time, both domestically and internationally, would cause waste and create many complications in operations.
The Prime Minister also said that he will promptly issue the Government's working regulations, a framework decree, and a decree stipulating the functions and tasks of each ministry and ministerial-level agency; ensure the reduction of focal points, intermediate levels, improve efficiency, strengthen coordination between local ministries and branches, and enhance the responsibility of leaders.../.
