The President affirmed that Senior Lieutenant General To Lam's appointment as Head of the Central Highlands Steering Committee demonstrates the trust and expectations of the Party and people.

On the afternoon of July 30, in Buon Ma Thuot city, Dak Lak province, the Central Highlands Steering Committee held a ceremony to announce the Politburo's decision to assign Politburo member and Minister of Public Security To Lam to hold the position of Head of the Central Highlands Steering Committee.

The announcement ceremony was attended by President Tran Dai Quang; former Prime Minister Nguyen Tan Dung, former Head of the Central Highlands Steering Committee; Politburo member and Minister of Public Security, Senior Lieutenant General To Lam; Politburo member and Head of the Central Economic Commission Nguyen Van Binh; Mr. Nguyen Van Nen, Secretary of the Party Central Committee, Chief of the Central Office, and leaders of ministries, central and local agencies.

14 years ago, on July 17, 2002, the Central Highlands Steering Committee was established in the context of complicated developments in security and order in the Central Highlands, with hostile and reactionary forces increasing their sabotage activities, taking advantage of ethnic and religious issues, inciting protests and riots, dividing the great national unity bloc, and destroying the peaceful lives of the ethnic groups in the Central Highlands.

Under the leadership and direction of the Party Central Committee, the National Assembly, and the Government, the Central Highlands Steering Committee has closely coordinated with ministries, branches, Party committees, and authorities of the Central Highlands and neighboring provinces to implement the Party and State's policies and guidelines for the Central Highlands and has achieved important results.

The grassroots political system and the great national unity bloc have been consolidated and enhanced; the leadership capacity and fighting strength of party organizations, especially in difficult and complicated areas, remote areas, and ethnic minority areas, have been enhanced. The Central Highlands economy has maintained a good growth rate, ensuring economic restructuring in accordance with the set goals and requirements.

Infrastructure systems have received investment attention; electricity, clean water, healthcare, and communications have reached villages; ethnic and religious policies have been consistently implemented, ensuring that believers have a place to worship and practice religion stably; the work of resolving land for housing, production, employment, and improving the lives of people, especially ethnic minorities, has received attention and direction, and has gradually improved significantly.

In the field of national defense and security, many measures have been deployed to combat, neutralize, prevent and defeat the plots and sabotage activities of hostile and reactionary forces.

The movement of the entire people to protect national security has been promoted with many forms and rich content; it has mobilized departments, branches and organizations to focus on the grassroots, propagate and educate people to actively participate in the fight against crime, social evils, and ensure security and order in the area.

On the border, we have closely coordinated and sought support and cooperation from the authorities, armed forces and functional agencies of Cambodia and Laos in preventing and combating all types of crimes, illegal border crossings and intrusions, ensuring security, contributing to building a peaceful, friendly, cooperative and developing border.

The President highly appreciated and sincerely thanked the effective coordination, assistance and cooperation of the Party committees and authorities of the Central Highlands and neighboring provinces, all levels, sectors, armed forces and ethnic minorities in the Central Highlands as well as people nationwide for the Central Highlands Steering Committee in the past time and hoped to continue to receive valuable coordination and assistance from comrades and people for the cause of building and developing the Central Highlands in the coming time. Speaking at the ceremony, on behalf of the Party and State leaders, President Tran Dai Quang acknowledged, warmly commended and congratulated the achievements and contributions of the Central Highlands Steering Committee in the cause of building and developing the Central Highlands.

The President said that in the coming time, the world and regional situation will continue to develop complicatedly. Hostile and reactionary forces and criminals will focus on sabotage, aggressively carrying out "peaceful evolution" and violent overthrow against our country, in which the Central Highlands will continue to be the target of fierce sabotage.

President Tran Dai Quang affirmed that the Politburo's assignment of Senior Lieutenant General To Lam, Politburo member and Minister of Public Security, to hold the position of Head of the Central Highlands Steering Committee - an area with a particularly important strategic position in terms of socio-economics, national defense, security and ecological environment of the country, demonstrates the trust and expectations of the Party, State and people.

President Tran Dai Quang stated: “The task of ensuring security and order, strengthening national defense and security in general to serve the increasingly effective implementation of socio-economic development tasks to strive for the Central Highlands to develop rapidly and sustainably in line with the key economic regions and areas of the whole country requires the direction of socio-economic development tasks; strengthening national defense and security in the Central Highlands is still one of the top priority tasks of the Party Central Committee, the Government and the entire political system. Therefore, the assignment of Senior Lieutenant General To Lam as Head of the Central Highlands Steering Committee and the continued strengthening of cadres for the standing agency of the Central Highlands Steering Committee will be with the desire to build and develop the Central Highlands quickly and sustainably as desired by the people of the whole country, first of all the ethnic groups in the Central Highlands”.

The President believes that Senior Lieutenant General To Lam will promote his capacity, qualities, intelligence, the experience of the previous Heads of the Committee, and the members of the Central Highlands Steering Committee, closely coordinate with the departments, ministries, branches, the Central Highlands provinces and neighboring areas to successfully complete the important but very heavy assigned tasks; strive to build the Central Highlands into a key economic region, with a steady growth rate and economic restructuring, improved material and spiritual life of ethnic minorities, stable politics and society, maintained national defense and security, making worthy contributions to the common achievements of the whole country.

On this occasion, President Tran Dai Quang presented the Politburo’s Decision assigning Senior Lieutenant General To Lam to the position of Head of the Central Highlands Steering Committee. At the same time, the Central Highlands Steering Committee presented the “For the Development of the Central Highlands” medal to President Tran Dai Quang and former Heads of the Central Highlands Steering Committee Nguyen Tan Dung and Le Hong Anh for their contributions to economic development, socio-political stability, and maintaining national defense and security in the Central Highlands region./.
