Speaking at Ural Federal University in Yekaterinburg, Russia, along with his German counterpart Frank-Walter Steinmeier, Lavrov said "Russia presented NATO with a specific proposal on restoring military cooperation at the last meeting between the two sides in July 2016, the content of which was mainly related to increasing confidence in this area."

According to Mr. Lavrov, the European public and politicians are increasingly aware of the need to restore good relations with Russia.

Mr. Lavrov also stressed that the disruption of the Russia-NATO Council and the frozen relations between Russia and the EU will increasingly push Europe towards a gloomy outlook.

After the speeches, later today, the Russian and German foreign ministers will hold a meeting to discuss the situation in Ukraine and Syria, as well as other international issues.

The Russian Foreign Minister expressed hope that Russia-Germany relations will return to what they were before, saying that the issue must be approached comprehensively.

Previously, in 2014, relations between Russia and the EU had deteriorated severely due to the crisis in Ukraine. Brussels, Washington and allied countries simultaneously imposed sanctions on Russia after Crimea's secession from Ukraine and reunification with Russia.

Russia has repeatedly denied the accusations, warning that the sanctions would be counterproductive and undermine the stability of the EU and the world.
