Reforming the ideology of 'action is the main thing'

August 25, 2016 16:32

Suddenly remembering the Government's online conference on administrative reform. Remembering the request to say goodbye to the "weapon" branded "mainly for punishment" against the people.

Perhaps these days, society has not yet calmed down the story of the criminal gunshot in Yen Bai, causing 3 people who were all comrades to suddenly return to dust, bringing with them the "secrets" of grudges between them, making the investigation agency even more difficult, and has forgotten a previous story that caused a stir among netizens.

Excuse me and “Hello, may I ask, thank you”

That is what the head of the Government (CP) at the online conference to review the administrative reform (AR) work with 63 provinces and cities, mentioned about the convoy accompanying him going one after another in the ancient town of Hoi An, where everyone is required to walk. Although he was not in the car, when listening to public opinion, he acknowledged that the Prime Minister was still responsible for that shortcoming, in managing, "he also had to apologize to the people so that they would sympathize". The apology here of the head of the CP is the awareness that he had "annoyed" the people, even though he did not know it!

The admission of guilt - even though it was only in an online conference before ministries and branches of 63 provinces and cities - had a positive effect and was shared by public opinion and netizens.

Of course, behind the timely handling of relations with the people of the head of the Government, public opinion is still waiting for new signals that he himself gave in the online meeting. As a principle of conduct of the administrative reform, a reform that is too urgent to change the appearance of the apparatus and the operational efficiency of public agencies on the journey of the country's integration: Say goodbye to the "weapon" branded... "mainly to punish" the people.

On August 17, the results of the Public Administration Reform Ranking announced by the Ministry of Home Affairs showed that among the ministries, the State Bank leads 19 ministries and ministerial-level agencies, followed by the Ministry of Finance. The Ministry of Transport, after two consecutive years at the top, has dropped to 3rd place. The ministries with significant progress are Health and Education. Among the provinces and cities, Da Nang has been leading for the fourth consecutive year, while the capital Hanoi has dropped to 9th place.

But if that ranking does bring joy, it is joy to ministries, branches, and localities, as a kind of "achievement"... to beautify when necessary. But is it enough to bring a new look with the spirit of administrative reform, from cumbersome to streamlined, from "mainly administrative" to serving the people?

While the state payroll still has 2.7 million people, no one can measure productivity and work efficiency. And when the head of the government himself has to be frank: People have told me many times that the Prime Minister says so, but things are very different down there!

Order to "order"

I thought that after the head of the Government was forced to intervene and urgently direct the "small as a fingernail" incident, which should have only been a warning for administrative handling but was at risk of being "criminalized", the owner of Xin Chao cafe was finally able to return to his old land to do business - what belongs to Caesar must be returned to Caesar.

The "public servants" who did wrong in this case have been and are being dealt with.

However, it seems that “Ceasar” Nguyen Van Tan is having to continue to ask for public help. Why?

Again a "small as a fingernail" story.

Recently, according to GDVN, on August 20, he received a decision to suspend the construction of a project that violated urban construction order signed by Chairman of Tan Tuc Town People's Committee Nguyen Thanh Vu. The reason was that he violated the organization of construction of a container project on land that was not permitted for construction but was only for garden use. The town chairman even requested that the units immediately stop supplying electricity and water to the violating project within 24 hours from the time of receiving the decision to suspend the construction.

But according to Mr. Nguyen Van Tan, the so-called "container construction organization" is just a small converted container worth 15 million VND that he bought and placed next to the shop to store pots, pans, cups and glasses for customers. According to Mr. Tan, this tiny container is neatly placed on the land I rented. I don't understand what is happening and am extremely worried.

Mr. Nguyen Van Tan is right to be worried. Because he is facing a “weapon” labeled as “mainly violence” by the Chairman of the People’s Committee of Tan Tuc town.

This "mainly" weapon even made an officer involved not dare to take action against the owner of Xin Chao cafe for fear of being... immoral.

A restaurant business that has its electricity and water cut off is like a curse.

The restaurant owner was scared, because the mandarin was far away and the village was near. But public opinion quickly "read" the motive of the "village" who retaliated.

The press had to get involved again. GDVN newspaper had to ask: “Is the Chairman of Tan Tuc town challenging public opinion and the Prime Minister?”

Perhaps, under pressure from public opinion and the press, Mr. Nguyen Van Phung, Secretary of Binh Chanh District, heard the news and quickly checked and… ordered the Chairman of Tan Tuc town to stop this “order”: Directing the cutting of electricity and water is not the job of the Chairman of the town. If you do it, you must make the people obey, don’t do small, unworthy things!

But when will that happen?
