Prime Minister: 'We fired too many shots into the air, but didn't hit anyone'
On the morning of August 1, Prime Minister Nguyen Xuan Phuc chaired the regular Government meeting for July. This was the first meeting of the Government after the first session of the 14th National Assembly elected and approved the list of Government members for the 2016-2021 term.

Speaking to the members of the Government, Prime Minister Nguyen Xuan Phuc warmly congratulated and highly appreciated the efforts of the members of the Government in the recent past. Those efforts have been recognized by the Party, the National Assembly and the people, and were clearly demonstrated through the results of the election of Government positions in the first session of the 14th National Assembly.
In the immediate future, the domestic and international situation is still difficult, and Government members need to identify and define tasks throughout the term.
Although many ministries and sectors have made their mark in dealing with pressing social issues in the past, the Prime Minister noted that some ministries and sectors still allow their sectors to have shortcomings and create a bad reputation. There are still many shortcomings that public opinion and society demand the Government and ministries and sectors to be more responsible, to recognize and handle better. There are ministries with dozens of departments, offices, institutes, many universities, hundreds of professors and doctors, but the effects and outstanding products contributed to society are not clear.
Besides, there are some policy responses that are slow, lack sensitivity and creativity, so there is only direction when public opinion reacts.

In that spirit, the Prime Minister directed that this August, the Government's working regulations must be issued immediately. The Prime Minister assigned the Government Office to seek opinions from ministries, branches and localities to have a dynamic, timely and clearly responsible working regulation. This must clearly demonstrate the coordination mechanism between ministries and branches and must overcome the lack of responsibility in coordination between agencies.
From now until October, the Prime Minister requires the immediate issuance of Decrees on the functions, tasks, powers and organizational structure of ministries and members of the Government. The Government will discuss the Framework Decree on the organizational structure of ministries and branches. On that basis, ministries and branches must immediately establish their functions, tasks, powers and organizational structure to soon stabilize and feel secure in their work.
The Prime Minister also requested to enhance the personal responsibility of each minister and head of a sector. Sector commanders are the ones who bear the highest and final responsibility for the results of the sector's work. They must be wholeheartedly devoted to their work, do substantial work and minimize "personal polishing". In addition, ministers must be closely monitoring and regularly grasping information, and must not allow situations where the minister does not know about the incident while public opinion is already indignant.
In personnel work, ministries must assign the right people to the right jobs, clearly define tasks and personal responsibilities. Personnel work must be innovated, and all stages must be rectified, including selection and appointment. The Prime Minister emphasized that the recruitment exam is to find talented people, not relatives. Along with that, the Prime Minister requested that members of the Government thoroughly save and fight waste.
“The Government and each member of the Government must take the lead in saving and fighting waste. Ministries, branches and units must use the budget and assets economically and effectively, especially public vehicles, headquarters, meetings and business trips. The Prime Minister sets an example by not buying new cars. Comrades must increase online meetings, apply information technology and reduce unnecessary paperwork.
Also this morning, under the chairmanship of the Prime Minister, Government members focused on institutional building and gave opinions on the draft laws of several projects, such as the Law on Management and Use of Weapons, Explosives and Support Tools; the Law on Commune Police, the Law on Foreign Trade Management, the Law on Legal Aid; and the Law on State Compensation Liability./.
