'Bright spot' in a party cell
(Baonghean.vn) - From innovation and improvement of living quality, Party Cell 13, Dien Yen Commune (Dien Chau) has proposed many solutions to well perform the task of socio-economic development of the locality and become a bright spot in implementing the movements of the district.
Hamlet 13 has 180 households, including 380 people, of which 2/3 are Catholics. Before 2010, people's lives were very difficult because they only produced 2 rice crops a year and often had crop failures. Many families in the hamlet violated population policies, and security and order were still complicated. Meanwhile, the Party cell's executive committee organized activities in an unorganized manner; awareness of participating in making resolutions was limited, and the spirit of self-criticism and criticism was not high due to deference and fear of conflict, etc.

Faced with that situation, the Party cell proposed specific solutions such as the content of the activities must be close to the reality of the hamlet; specifically consider cases of party members who do not participate in activities to have corrective measures; the conclusions of the Party cell Secretary must be specific and clear to unify into a Party cell resolution, at the same time, there must be close inspection and supervision of the implementation of the resolution. Thereby, the spirit of dedication has been promoted, contributing good initiatives in building resolutions of the Party cell.
Party cell secretary Le Huu Linh shared: The Party cell has 25 party members, most of whom are retired cadres. We determined that to revive the hamlet movement, there must be unity among party members and a suitable leadership method must be found. And the first thing is to implement the District Party Committee's Resolution on "Improving the quality of Party cell activities in the new situation".

From the innovation in the activities of the Party cell, the Party cell committee discussed, agreed and issued resolutions to develop the local socio-economy. Specifically, the resolutions on aquaculture; diversifying commercial services; building new rural areas; land consolidation and plot exchange. Along with that, models such as maintaining security and order; environmental sanitation; not having a third child, helping each other to eliminate hunger and reduce poverty were implemented. With the exemplary leadership of 25 Party members, the trust of the people of both religions and non-religious people in the leadership of the Party was created.
Taking advantage of its location on the 205 school axis and many inter-commune roads, the hamlet executive committee has encouraged people to develop commercial services. Currently, the hamlet has more than 20 households opening petrol and grocery services, earning hundreds of millions of dong each year.
By mobilizing people to convert rice growing areas to freshwater fish farming, up to now, 39 hectares have been converted to farms raising monosex tilapia, catfish, grass carp, ducks, pigs... helping people increase their income to 34 million VND/person/year, the number of poor households has decreased to only 2.5%. From a hamlet with complicated security and order, environmental sanitation has now been completely overcome, especially in the hamlet with many people following religion but the rate of giving birth to a third child has decreased from over 20% to 5%.
In implementing the National Target Program on New Rural Development, Dien Yen Commune has chosen Hamlet 13 as a pilot. The people here have unanimously contributed nearly 1.2 billion VND to focus on building cultural institutions according to New Rural standards such as repairing and upgrading cultural houses, building village gates, and building 2 km of concrete roads. In the land consolidation and plot exchange work, the average land area per household before implementing Directive 08 was 6 plots/household, after the conversion was 1.5 plots/household. The household with the largest plot of land was 10,230 m2, the smallest plot is 510 m2. On average, each person contributes 585,000 VND/person for the rice fields, with a total of 412 million VND.

From the results achieved, in 5 consecutive years from 2010-2015, Party Cell 13, Dien Yen Commune was recognized as an exemplary Party Cell; the hamlet collective was awarded a certificate of merit by the Commune People's Committee for excellently completing its tasks; the Hamlet Front Working Committee, the Hamlet Mass Mobilization Block, and the branches were all awarded many certificates of merit and commended for their achievements by superiors. In 2014, the Provincial People's Committee awarded a Certificate of Merit to the cadres and people of Hamlet 13 for excellently completing their tasks in the emulation movement "Nghe An joins hands to build a new rural area". Hamlet 13 was honored to be a typical example of 5 years of implementing Directive 03 on "Continuing to promote studying and following the moral example of Ho Chi Minh" of Dien Chau District and Nghe An Province.

In major matters such as land consolidation, plot exchange, and building new rural areas, we always take Hamlet 13 as a model and then expand it widely. The non-religious people live close together, in solidarity, the Catholic people live "good lives, good religion", always agreeing and unanimously building the village, the homeland to become more and more prosperous and beautiful.
