Prime Minister Nguyen Xuan Phuc requested that retail electricity prices not be increased in 2016, that no electricity price stabilization fund be established, and that BOT fees not be increased.

At the regular Government meeting in May 2016, held today (June 1st), Minister of Finance Dinh Tien Dung presented a summary report on the performance of the Steering Committee for Price Management in 2015 and the first months of 2016, as well as the direction for price management in 2016.

After listening to the opinions of the Government members, Prime Minister Nguyen Xuan Phuc concluded by highly appreciating the Report of the Ministry of Finance, stating that price management in the past period has shown positive changes, contributing to stabilizing people's lives.

Regarding future price management directions, the Prime Minister emphasized respecting the principle of market mechanisms, ensuring the supply of goods, effectively managing the price adjustment process, strictly controlling costs, and avoiding the use of administrative orders to control prices.

The Prime Minister also noted that accurate forecasting, correct assessment of the impact of price adjustments, and effective communication are crucial to prevent price fluctuations caused by psychological factors.

The requirement is to have price management scenarios, especially for essential goods, in order to control inflation according to the target approved by the National Assembly, the Prime Minister stated.

Regarding fuel prices, the Prime Minister directed the continued implementation of Government Decree 83/2014/ND-CP on fuel business, with the spirit of closely following world market prices, strictly controlling costs, and effectively utilizing the Price Stabilization Fund.

The Prime Minister requested that retail electricity prices not be increased in 2016, that no electricity price stabilization fund be established, and that BOT fees not be increased. The Prime Minister also instructed the Ministry of Transport to promptly summarize and report to the Prime Minister on the total investment capital, vehicle number control, and payback period in BOT projects, for submission to the Government.

Regarding medical service prices, there should be a suitable roadmap and steps, avoiding simultaneous adjustments across all 63 provinces and cities; ensuring that medical service prices are commensurate with the quality of medical examination and treatment. The Ministry of Finance, in coordination with the Ministry of Health and the Vietnam Social Security, should urgently submit a plan for centralized bidding for medicines used under health insurance. The goal is to reduce drug prices for patients.

Regarding other items such as food, the Prime Minister emphasized the principle of price stabilization, preventing sudden price increases due to shortages. The Prime Minister also decided to maintain the current price control measures for infant formula (milk for children under 6 years old) until the fourth quarter of this year, in order to stabilize the price of this product.
