Prospects for cooperation in the medical field between Nghe An and Korea

(Baonghean) - South Korea is a major economic partner of Nghe An province with import and export turnover increasing every year. Investors from the land of Kim Chi are also pouring capital into the province in many fields.

In addition, the recent signing of a Memorandum of Understanding on medical cooperation between Nghe An province and the Korea Health Industry Development Institute has opened up new opportunities for both sides in this potential and socially significant field.

Shape multiple collaborative content

At the end of May, a delegation from the Korea Health Industry Development Institute led by its President, Mr. Lee Young Chan, visited Nghe An. According to the delegation, this is one of the activities to promote cooperation in the medical field between Korea and Vietnam.

Mr. Lee Young Chan said that in December 2015, during a working trip to Korea, Vietnamese Minister of Health Nguyen Thi Kim Tien and Korean Minister of Health and Welfare Chung Chin Youb agreed to promote health cooperation between the two countries to a new level through the signing of a Memorandum of Understanding on cooperation in the fields of health care and medical science.

At the cooperation level with Nghe An province, the Korea Health Industry Development Institute and the Provincial People's Committee signed a Memorandum of Understanding on medical cooperation on the basis of mutual benefit and in accordance with the laws of each country with many contents related to the fields of medical science, development of new technology, new medical equipment, and regular legal activities in the medical field, within the legal framework. The Memorandum of Understanding takes effect from the date of signing, for a period of 2 years and will be automatically extended for a period of 2 consecutive years.

The content of cooperation in the medical field between the Korean partner and Nghe An province is shaped in both breadth and depth and both sides have high expectations to put the above content into practice, soon bringing practical results.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed at the signing ceremony that the potential for cooperation between Nghe An province and Korea is huge. Nghe An province always welcomes, is ready to cooperate, and creates the most favorable conditions for Korean partners to cooperate and invest in the locality.

“I believe that with the attention and efforts of both sides, the Memorandum of Understanding in the health sector will soon come into practice and achieve the highest efficiency, contributing to the health care work for the people of Nghe An province. It can be said that cooperation between the two sides is very necessary,” the Chairman of the Provincial People's Committee emphasized.

Sharing the same view with the Chairman of the Provincial People's Committee, Mr. Lee Young Chan - Chairman of the Korea Health Industry Development Institute said that the Memorandum of Understanding signed with Nghe An province is the first memorandum signed by this institute in the field of health care with a partner in Asia.

“I am very honored to establish the first cooperative relationship with Nghe An province. The implementation of the Memorandum of Understanding will initiate exchange and cooperation activities in healthcare; at the same time, improve the skills of health workers and the healthcare system for local people. The Korea Health Industry Development Institute will cooperate fully to implement the contents into life. Thereby, further promoting the cooperative relationship between Vietnam and Korea”.

A move shows that the signing of the Memorandum of Understanding on cooperation in the medical field between the Korea Health Industry Development Institute and Nghe An province is not only reflected in the document but has initiated the first steps. Immediately after the working session and signing at the Provincial People's Committee, the delegation of the institute went to work at Vocational College No. 4 - Ministry of National Defense located in Vinh City.

Here, the leaders of the school and the Korean Dental Association signed a Memorandum of Understanding on cooperation in the field of dental training. Colonel Le Duc Dung - Principal of the school said: The Korean Dental Association and the school will cooperate to establish a dental training program and a dental clinic. Detailed requirements are discussed and fully consulted between the parties with relevant organizations to implement the cooperation program.

The signing of the Memorandum of Understanding on medical cooperation with Korean partners and the initial specific cooperation programs have truly opened up many great opportunities for Nghe An's health sector, in line with the development orientation of the province's health sector.

At the meeting with the Korean Institute for Health Industry Development, Director of Nghe An General Hospital, Nguyen Danh Linh expressed his desire to cooperate in the medical field with the Korean side through this institute: “With a team of well-trained doctors with foreign language skills, the hospital wishes to cooperate in the medical field of Korea. I believe that in the future, we will have extensive and effective cooperation.”

The Korea Health Industry Development Institute is an organization of the Korean Government. Although it does not have infrastructure for medical examination and treatment and does not recruit staff or experts in the health sector, since its establishment, it has been the place to support the development of the medical industry and health care services in the land of Kim Chi.

“Over the past 40 years, Korea has built and developed a healthcare industry that meets international standards in both medical technology and infrastructure. The Korean government is encouraging cooperation projects in this field. The Korea Health Industry Development Institute is primarily responsible for international cooperation projects of its member units and companies,” said Mr. Lee Young Chan when visiting and working at Nghe An Provincial General Hospital.

It can be seen that Nghe An and Korea have taken the first steps that promise great prospects for cooperation in the medical field. This is truly a necessary direction, meeting the wishes and development realities of the medical sector on each side.

In particular, with Nghe An province, if the cooperation contents are effectively implemented, it will contribute significantly to the implementation of Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020, in which Vinh City is identified to be built into a center of the North Central region in 10 fields and healthcare is one of those centers.
