Regulations on criteria for particularly disadvantaged communes in coastal and island areas
The Prime Minister has justpromulgateCriteria for extremely disadvantaged communes in coastal and island areas for the period 2016 - 2020.
According to regulations, a particularly disadvantaged commune in a coastal and island area is a commune located in a coastal and island area with a boundary adjacent to the coast or a commune on a sandbank, island, lagoon, peninsula, or island.

Particularly disadvantaged communes in coastal and island areas must meet the following four criteria:
One is, with a poverty and near-poverty rate according to the 2015 poverty census of 16% or more (of which the poverty rate is 11% or more) according to the multidimensional poverty standard applied for the period 2016-2020.
Two is, lacking (or not enough) 3/7 infrastructure works to access basic social services, specifically:
- The commune has not met the national criteria on health according to regulations of the Ministry of Health;
- Facilities of preschools, kindergartens, primary schools, and secondary schools meeting national standards are below 60%;
- 40% or more of villages do not have solid classrooms for nurseries and kindergartens;
- There is no or has not been invested in cultural, sports and entertainment centers for the people of the commune;
- 40% or more of villages do not have village activity houses;
- Less than 75% of households have access to hygienic water for daily use (hygienic water sources: tap water, well water, dug well water with protective walls, protected stream water, rainwater stored in protected tanks);
- Less than 60% of households have hygienic toilets according to Vietnamese standards prescribed by the Ministry of Health.
Three is, lacking (or not enough) 2/4 of infrastructure works serving people's lives:
- The rate of kilometers of commune and inter-commune roads asphalted or concreted to meet the technical standards of the Ministry of Transport is below 80%.
;- The rate of kilometers of village and hamlet roads that are hardened and meet the technical standards of the Ministry of Transport is below 70%;
- The rate of kilometers of main intra-field roads that are hardened and convenient for motor vehicles to travel is under 50% (in the Mekong Delta alone, it is under 40%);
- The rate of kilometers of canals managed by the commune that are solidified is under 70% (in the Mekong Delta alone, it is under 40%).
Four is, lacking over 50% of infrastructure serving agricultural, fishery and salt production such as: roads to fishing ports; embankments, dykes; pumping stations for aquaculture, salt production, drainage systems...
