Previously, the people of Tan Huong village, Tam Quang commune (Tuong Duong) were still struggling to find a way to develop the economy. In 2012, the Party Committee, the People's Committee of the commune and especially the Party Secretary Lo Van Ly struggled to find a solution and decided to plant high-yield cassava.

At first, the villagers were not interested in the new plant variety, so comrade Ly boldly did it first, and at the same time, mobilized members of the Party Committee to try planting it. Right from the first crop, it was a success and convinced the villagers to follow suit. Up to now, over 12 hectares of hilly land in Tan Huong village have been covered with green cassava, and the villagers' lives have begun to improve. They call this Secretary Ly's poverty reduction tree.

As the Party Secretary of the commune, comrade Ly always seeks to understand the thoughts, aspirations and listens to the opinions of the people, from which he, together with the Standing Committee and the Party Executive Committee of the commune, builds many resolutions that are close to local reality, gradually improving the lives of the people.

He and the Party Committee determined to direct the maintenance of 100.67 hectares of rice fields to cultivate new high-yield rice varieties such as NA2, BT-E1, promote the application of scientific and technological advances in production, increase rice yield by 5.9 tons/ha per crop; convert the entire area of ​​59 hectares of flat land to grow raw sugarcane, at the same time develop a livestock farm model towards commodities, promote the development of other industries. Currently, the average income per capita of the commune reaches over 19 million VND/year.

Comrade Ly shared: “According to Resolution 02 of the District Party Committee, afforestation, grass planting, aquaculture, etc. are identified as the top economic development goals. I have directly directed all levels and personally visited the models to strengthen supervision and urge the People's Committee, the Agriculture Department, and organizations to implement effectively.”
