Legal aid policy for the poor and ethnic minorities
The Prime Minister has just issued a policy of legal aid for the poor and ethnic minorities in poor districts, poor communes, and especially disadvantaged villages and hamlets for the 2016-2020 period and support for complex or typical litigation cases.

Beneficiaries of the legal aid policy are the poor, ethnic minorities and other people receiving legal aid according to the provisions of the law on legal aid living in: 1- Poor districts according to Resolution No. 30a/2008/NQ-CP; 2- Poor communes not belonging to poor districts according to Resolution No. 30a/2008/NQ-CP including extremely disadvantaged communes, border communes, safe zone communes and extremely disadvantaged communes in coastal and island areas; 3- Extremely disadvantaged villages and hamlets in mountainous ethnic minority areas not belonging to the poor communes specified above.
Beneficiaries and areas of application for support for litigation cases are people receiving legal aid according to the law on legal aid in localities that have not yet balanced their budgets (outside poor districts, poor communes, and especially disadvantaged villages and hamlets).
Support activities
According to regulations, support for the implementation of complex or typical litigation cases as prescribed in Decree No. 80/2015/ND-CP dated September 17, 2015 of the Government amending and supplementing a number of articles of Decree No. 14/2013/ND-CP dated February 5, 2013 of the Government amending and supplementing a number of articles of Decree No. 07/2007/ND-CP dated January 12, 2007 of the Government detailing and guiding the implementation of a number of articles of the Law on Legal Aid.
Tuition support for officials of the State Legal Aid Center in localities with poor districts, poor communes, and especially disadvantaged villages and hamlets who are eligible to participate in a lawyer training course and commit to working in the field of legal aid in the locality for at least 2 years after completing the training. The support level is according to the current tuition level of public training institutions with a maximum of 02 people/Center/year. Capacity building for legal aid providers is 80,000,000 VND/1 class/Center/year.
Media support for legal aid in localities with poor districts, poor communes, and especially difficult villages and hamlets includes: support for setting up a legal aid hotline of 20,000,000 VND/Center; Building and broadcasting specialized pages and columns on legal aid in Vietnamese and ethnic languages on the Commune Radio Station with content editing support of 500,000 VND/01 issue/06 months/poor commune, especially difficult village or hamlet; broadcasting costs of 500,000 VND/poor commune, especially difficult village or hamlet/quarter (06 times/quarter)...
