Livestock farm environment: Inspection finds... violations

August 25, 2016 09:07

(Baonghean) - With the participation of relevant authorities, departments and branches; and the supervision of the people, environmental pollution from farms has decreased significantly, however, there are still hidden concerns...

Thai Duong Foreign Pig Breeding Company Limited (Dai Son Commune, Do Luong) is one of the enterprises organizing livestock farming activities with a large herd and has caused environmental pollution, making local people extremely upset.

Up to now, the company has focused more on livestock farm operations by investing in a centralized wastewater treatment system using anaerobic technology. Wastewater is collected through 3 biogas ponds, then through 2 aeration systems to 3 biological ponds for further treatment, then flows to the storage tank, through the disinfection tank and reused for cleaning barns; has built a warehouse for storing hazardous waste; installed a ventilation fan system, air to minimize odors...

However, through inspection, it was discovered that this enterprise still committed many violations in environmental protection compliance.

That is, solid waste from livestock and daily life has not been thoroughly collected and is still gathered in an uncovered area; the storage of hazardous waste in the warehouse is still messy; not registering and reporting according to regulations to the competent State agency on the temporary storage of hazardous waste for more than 12 months from the date of hazardous waste generation in case a suitable transporter, processor, and disposer of hazardous waste has not been found.

In 2014 and 2015, the company did not conduct periodic environmental monitoring; was not granted a license to discharge wastewater into water sources; exploited water for production and daily life through 3 licensed underground water wells but did not have periodic reports on underground water exploitation and use and underground water monitoring, flow meters and License No. 62/GP-STNMT.TNN dated November 29, 2010 had expired; at the time of inspection, the wastewater pond and reservoir had not been waterproofed to ensure that it did not pollute water sources.

With the above violations, on April 19, 2016, the Department of Natural Resources and Environment inspectors decided to fine Thai Duong Foreign Pig Breeding Company Limited VND 40 million. In the Inspection Conclusion No. 245/KL-TTr dated August 1, 2016, the Department of Natural Resources and Environment inspectors also proposed a series of handling measures to require the company to overcome the shortcomings and violations and recommended that the People's Committee of Do Luong district and the People's Committee of Dai Son commune coordinate to carry out supervision work.

Also from the beginning of 2016 until now, not only Thai Duong Foreign Pig Breeding Company, but also many large livestock farms of organizations and individuals have been "inspected" by the Department of Natural Resources and Environment and discovered environmental violations.
