President: National solidarity has become a priceless heritage

The President emphasized that all policies, guidelines and strategies must be in line with the people's wishes and stem from their legitimate interests and aspirations.

On the occasion of the 71st anniversary of the August Revolution and National Day September 2, President Tran Dai Quang wrote an article "Promoting the strength of great national unity in the cause of building and defending the Vietnamese Fatherland in the face of new requirements".

"Over thousands of years of building and defending the country, the great national unity has become an invaluable heritage, an extremely precious tradition of our nation. Patriotism, solidarity, respect for humanity, tolerance, mutual love and care have permeated the thoughts, feelings and souls of every Vietnamese person, becoming the reason for living, the glue that binds members of the great family of Vietnamese ethnic groups.

History has proven that the tradition of great national unity in our country, regardless of the circumstances, has created an invincible strength, helping our nation overcome all difficulties and challenges, going from one victory to another, creating glorious miracles.

Since its inception and during the process of leading the revolution, our Party has always identified great national unity as a strategic line, a source of strength, a main driving force and a decisive factor for the victory of the Vietnamese revolution. Promoting the strength of great national unity has become one of the great lessons, a method and also a condition to ensure the successful implementation of the cause of national liberation struggle, construction, protection and development of the country in each revolutionary stage.

From the rich revolutionary struggle, President Ho Chi Minh generalized the idea of ​​great national solidarity and emphasized: "Solidarity, solidarity, great solidarity - Success, success, great success". The document of the 12th National Party Congress also clearly stated: "Strongly promote all resources and creative potentials of the people to build and defend the Fatherland; take the goal of building a peaceful, independent, unified, territorially integrity Vietnam, "rich people, strong country, democracy, equality, civilization" as a common point; respect differences that are not contrary to the common interests of the nation - people; promote the national spirit, the tradition of patriotism, humanity, tolerance to gather and unite all Vietnamese people at home and abroad, strengthen the close relationship between the people and the Party, the State, create new vitality for the great national solidarity bloc" (1).

Since the August Revolution, our Party and State have issued many policies and laws on ethnicity, religion, youth, women, workers, farmers, intellectuals, artists, overseas Vietnamese... to arouse and promote the strength of great national unity in the cause of building, protecting and developing the country.

Awareness and responsibility of Party committees and authorities at all levels for promoting the strength of national solidarity in performing socio-economic development tasks, ensuring national defense and security of agencies, units and localities are increasingly valued and have many positive changes.

All levels and sectors have focused on the grassroots, closely following the locality and the people, enhancing dialogue with the people, promptly grasping the people's thoughts, aspirations and proposals and recommendations to advise the Party and State on policies and strategies to effectively handle issues directly related to people's lives.

The implementation of many policies, programs and goals has significantly improved the socio-economic infrastructure and people's lives in ethnic minority areas; the traditional culture of ethnic groups has been respected, preserved and promoted. The work of mobilizing religious people, believers and dignitaries to participate in campaigns and patriotic emulation movements, building the great national unity bloc has achieved many practical results.

With the motto "People know, people discuss, people do, people inspect", the people's mastery in state management and socio-economic management has been gradually strengthened; representative democracy and direct democracy at the grassroots level have been expanded, contributing to mobilizing all classes of people to promote labor and production, actively participate in the implementation of economic, cultural and social development tasks, hunger eradication and poverty reduction, implementing rear policies, taking care of war invalids, sick soldiers, families of martyrs, and people with meritorious services to the revolution; building a national defense and a national defense posture, associated with a solid people's security and people's security posture, constantly consolidating and strengthening the "people's hearts posture", contributing to building the great national unity bloc.

The gathering of people from all walks of life at home and abroad in various forms has made new developments. The Vietnam Fatherland Front and people's organizations have been expanded, their roles and positions in society have been enhanced; the content and methods of operation have been innovated, better meeting the aspirations and interests of union members and association members, motivating and attracting a large number of people from all walks of life to actively participate in patriotic emulation campaigns and movements, building a clean and strong grassroots political system; attracting our compatriots abroad to contribute human and material resources, participating in building the homeland and the country to become increasingly prosperous. Thereby, the democratic atmosphere and consensus in society have been enhanced, creating conditions for people from all walks of life to actively implement the Party's guidelines, policies and the State's laws.

In the context of building a socialist rule-of-law state of the people, by the people and for the people, promoting industrialization, modernization and international integration, our country is facing many new issues that affect the thoughts, feelings and lives of the people.

The polarization between rich and poor and social stratification are increasingly severe; bureaucracy, corruption, waste, infringement of people's legitimate and legal rights and interests... are still complicated, causing public outrage, along with manifestations of "self-evolution" and "self-transformation" within the Party, eroding people's trust and becoming a challenge to the flesh-and-blood relationship between the Party, the State and the people.

Reality requires continuing to firmly consolidate the great national unity bloc and promote the great strength of the entire people in the cause of building and defending the socialist Vietnamese Fatherland.

To successfully carry out the cause of industrialization, modernization of the country, international integration, maintaining independence, sovereignty, unity and territorial integrity of the Fatherland, it is necessary to raise awareness and responsibility of the political system, all levels, sectors and the whole society for building and consolidating the great national unity bloc in the new situation.

Thoroughly grasp in thought and consistently implement in action of each cadre and party member the key viewpoint: Revolution is the cause of the people, by the people and for the people, the people are the masters, the people are the masters; the great national unity must be based on the harmonious resolution of the relationship of interests between members of society, constantly improving the material and spiritual life of the people, ensuring that every citizen lives in a safe and secure environment and enjoys the achievements of the renovation process. The overarching and consistent task of all levels and sectors is to gather and mobilize all classes of people at home and abroad to constantly unite and strive to participate in building, protecting and developing the country.

Continue to institutionalize the motto "People know, people discuss, people do, people inspect" into specific policies, regulations and rules so that people can promote their mastery in practice and fulfill their responsibilities and obligations to the State and society. Build mechanisms, policies and organizational forms so that people can promote their mastery in all areas of social life, develop their talents and creativity, develop production and business to enrich themselves legitimately, bringing benefits to themselves and to the country.

Focus on building a team of cadres and civil servants who are “close to the people, understand the people, learn from the people, respect the people and are responsible to the people”, exemplary, dedicated to their work, practice what they preach, and are truly servants of the people. Strengthen discipline within the Party and within the public apparatus on the basis of clarifying individual responsibility for acts of disregard and harm to the legitimate rights and interests of the people, strictly handling them according to the provisions of the law, and strengthening people's trust in the Party and the State.

Resolutely and persistently implement effectively the Resolution of the 4th Conference of the Party Central Committee (11th Tenure) "Some urgent issues on Party building at present" associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle according to Directive No. 05-CT/TW of the Politburo (12th Tenure), building truly clean and strong Party organizations and State agencies.

Party committees and authorities at all levels need to diversify forms of propaganda, expand and improve the quality of education on patriotic traditions, civic responsibility, social ethics, professional ethics, build social consensus and promote a sense of community responsibility, self-reliance and self-reliance in building and defending the Fatherland, considering these as important factors to consolidate and develop the great national unity bloc.

Take care of the practical, legitimate and legal interests of the people; harmoniously combine personal interests, collective interests and the interests of the whole society; mobilize people's strength while nurturing people's strength; promote democracy associated with strict discipline and national law, fight against bureaucracy, corruption and waste.

Promote judicial and administrative reforms, innovate working styles and methods, rectify attitudes towards serving the people; direct activities more towards the grassroots, to each household, especially in remote, isolated and particularly disadvantaged areas, mobilize and help people eliminate hunger, reduce poverty, and build a prosperous and happy life in each community. Implement well the grassroots democracy regulations, create conditions for people to actively and proactively participate in building and supervising the implementation of policies, programs and plans for socio-economic development, ensuring national defense and security in the locality.

Regularly dialogue, listen, absorb, and focus on resolving difficulties, obstacles, concerns, and legitimate aspirations of the people, especially those directly related to life, employment, land, environment, etc.; strictly handle negative and corruption cases; stably resolve mass complaints, not letting them drag on and become complicated. Proactively fight against and refute distorted and provocative arguments of hostile and reactionary forces that sabotage the great national unity bloc in order to divide the people from the Party and the State.

Continue to effectively implement socio-economic development policies for ethnic minority and mountainous areas; review, adjust and supplement to perfect existing policies and research to issue new policies to meet the development requirements of ethnic minority areas and ethnic work tasks in the new period.

Preserve and promote the tradition of ancestor worship, honor and show gratitude to those who have contributed to the country; respect the traditional beliefs of ethnic minorities and religious people, thereby strengthening consensus between people with beliefs and religions and those without beliefs and religions, and between people with different beliefs and religions; at the same time, actively fight against manifestations and behaviors of heresy, superstition, and taking advantage of religion to harm the interests of the Fatherland and the people.

Enhance the position and role of the Vietnam Fatherland Front and people's organizations in implementing the policy of great national unity, ethnic and religious affairs. Diversify forms of gathering and mobilizing people to unite and join forces to successfully implement the Party's guidelines and policies and the State's laws; actively grasp and promptly reflect the thoughts and aspirations of all classes of people, protect the legitimate rights and interests of union members; at the same time, perform well the supervisory role over state agencies, cadres and civil servants, contributing to building clean and strong governments at all levels.

Promote the implementation of patriotic emulation movements and campaigns, especially the campaign "All people unite to build new rural areas and civilized urban areas" in the period of 2016 - 2020 launched by the Vietnam Fatherland Front. Respect and honor the people's contributions and contributions, promptly commend good people and good deeds and promote advanced models. Have policies to encourage, foster, guide and promote the role of prestigious people among ethnic minorities and religious dignitaries in implementing ethnic and religious policies, developing the economy, culture, society, and protecting security and order in the area.

Pay attention to people's foreign affairs, actively mobilize and have policies to attract overseas Vietnamese to turn to the Fatherland, build a strong homeland and country, preserve national identity, the image of the Vietnamese people and country; promptly reward and encourage those with outstanding achievements, and proactively coordinate with the competent authorities of the host country to take effective measures to protect the legitimate rights and interests of compatriots.

The strength of the Party is the close relationship between the Party and the people. Therefore, all policies, guidelines and lines of the Party and laws of the State must be in line with the people's will, stem from the interests and legitimate aspirations of the people, must be understood, imbued with the people, transformed into the will and actions of the entire people and put into practice.

The mission of the Party and the entire political system is to constantly innovate leadership methods, improve intelligence and fighting strength to gather all classes of people in the great national unity bloc, creating a solid strength in the cause of building and defending the socialist Vietnamese Fatherland."./.
