The project of Bao Son Investment and Tourism Group Joint Stock Company in Hung Phuc Ward has been under construction for quite a long time but does not have a construction permit.

The case of Bao Son Investment and Tourism Group Joint Stock Company organizing the construction of a 31-storey building without a construction permit was inspected, discovered and recorded by the Vinh City Urban Order Management Team No. 00459/BB-VPHC at 9:30 a.m. on June 7, 2016.

The foundation and basement of this 31-storey apartment project are built 4.8m below ground.

Minutes No. 00459 clearly stated: Bao Son Investment, Construction and Tourism Group Joint Stock Company, represented by Mr. Tran Van Hue - Vice Chairman of Bao Son Group, concurrently Head of the Project Board, committed administrative violations: Organizing construction without a construction permit; constructing a project in violation of construction regulations, causing subsidence and cracks in neighboring works and technical infrastructure.

Current status of the project: The basement foundation is under construction, area 600m2; the infrastructure to the south has sunk 2m long; 13 neighboring houses have cracks.

The foundations and yards of the houses in lane 169 are separated.

The floor surface of the houses in lane 169 is sinking.

From the inspection of the Urban Order Management Team, on June 9, 2016, the Vinh City Urban Management Department, under its authority, issued Decision No. 385/QD-QLDT on suspending construction of a project violating urban construction order for the project at No. 126, Nguyen Sy Sach Street, Hung Phuc Ward./.
