15/31 economic development programs and projects in the Western region were approved.

(Baonghean.vn) – On the morning of September 7, the Provincial People's Committee held a working session to listen to a report on the results of 3 years of implementing Decision No. 2355/QD-TTg dated December 4, 2013 of the Prime Minister approving the Project on socio-economic development of the Western region of Nghe An province to 2020.

On December 4, 2013, the Prime Minister approved the Project on socio-economic development of the Western Nghe An province to 2020 in Decision No. 2355/QD-TTg. The objective of the Project is to exploit reasonably and effectively the potentials and strengths of the Western Nghe An, thereby gradually narrowing the gap in development level and living standards of people in the region compared to the average level of the province.

Overview of the working session

After nearly 3 years of implementation, up to now, 15/31 programs and projects have been approved. These include key projects such as: developing plants and animals associated with land management mechanisms, creating raw material processing areas to serve domestic consumption and export in the province by 2020; irrigation planning for Phu Quy area, the upper reaches of Ca River and Giang River basin; Project on developing tea and rubber trees; Project on mobilizing resources to build new rural areas in the Western region of Nghe An...

In addition, there are 7 projects under construction awaiting approval such as: Establishing a High-Tech Agricultural Zone in Nghia Dan district; Organizing production, improving the lives of people in resettlement areas of hydropower projects; Preserving and sustainably developing the O Du ethnic group; Preserving and developing tourism in the West...

Currently, there are 9 projects that have not been implemented, 7 projects are not in the proposed plan but the departments and branches have proactively consulted on the construction and submitted them to the Provincial People's Committee for approval.

In general, after nearly 3 years of implementing the projects, the economy of Western Nghe An has had relatively comprehensive development steps and good growth. The average growth rate in the period of 2013 - 2015 reached 8.04% - higher than the average growth rate of the whole province. The agricultural, industrial - construction and service sectors all had growth steps. Specifically: The value of industry - construction reached 11.18%; the value of agricultural production increased by 6.74% and the growth rate of services reached 6.96%.

Comrade Vi Luu Binh - Deputy Director of the Department of Agriculture and Rural Development mentioned the difficulties in implementing the project.

Speaking at the conference, comrade Le Minh Thong - Standing Committee member, Vice Chairman of the Provincial People's Committee affirmed that Western Nghe An is a particularly important strategic area in terms of socio-economics, national defense, security and foreign affairs of Nghe An province. It is a locality with potential and advantages for development in agriculture, forestry, hydropower, mining, tourism and border economic development. Implementing the regional socio-economic development project for this area, 19 targets have been achieved and exceeded the set plan. However, there are still targets that have not been achieved, especially in terms of economy. Specifically, the project's target is to increase per capita income to 23.3 - 24.2 million VND, but in reality it has only reached 21.05 million VND. The economic growth rate in the set target is 11.3 - 12.3%, but in reality it has only reached 8.04%.

In the coming time, departments, branches and sectors need to coordinate synchronously to overcome the limitations. From there, continue to direct the implementation of projects and programs that are being and will be implemented.to gradually develop the Western economy and improve people's lives. In particular,need to thoroughly understand andStrengthen inspection and supervision of project implementation at the local level to promptly remove difficulties and problems arising during the implementation process, therebycomplete the objectives of the project.
